Job Description

**Please note the primary location for this role will be based out of 2 Queen Street East. Travel to community office locations within the City of Toronto is also required.

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. The Senior Manager is one of several leaders supporting the Ontario Line project through community engagement and construction issues management. They lead a public-facing team focusing on specific neighbourhoods the project touches, engaging community members, local leaders, and elected officials on construction-related issues, managing community-related risks and issues, receive and addressing complaints and inquiries. 
 
What will I be doing?
  • Leads staff in issues management, including developing strategy, analysis, and messaging, as well as identifying and mitigating risks and concerns that could impact Metrolinx’s ability to deliver the project on schedule.
  • Leads all community and stakeholder relations functions, in order to educate and engage local and broader communities about the Ontario Line, and ensure they have an understanding of the project(s), planning, design and future construction schedule
  • Works with contractors and project delivery teams to identify and mitigate construction impacts, including developing proactive and reactive solutions
  • Coaches staff in project management activities, including developing annual business plans, reporting and evaluation processes; incorporating project management best practices in organizing community events and meetings
  • Manages commercial relationships with community engagement counterparts in a variety of large, sophisticated construction contractors
  • Directs and manages strategies to enhance relationships with a variety of critical external stakeholders including but not limited to elected officials, special interest groups, media and the public, to understand how construction may impact them, reduce those impacts, and to promote acceptance, and support for the project
  • Represents Metrolinx at meetings with elected officials such as councillors, MPPs, and MPs to resolve issues and work toward mutual understanding 
  • Works with senior transit officials, elected officials, and senior governmental and third-party staff, to ensure their requirements are addressed
  • Attends public meetings to present and discuss project details and engage in conversations about plans, designs and to address concerns/issues
  • Develops a high performing team by coaching, mentoring and supporting career development, championing inclusion, driving accountability and on-time performance in a fast-paced environment.
What Skills and Qualifications Do I Need?
  • Completion of a degree in public administration, planning, communications, community engagement, business administration or a related discipline – or a combination of education, training and experience deemed equivalent
  • Progressively senior experience developing and implementing strategic community relations and engagement activities, including issues management and project management
  • Knowledge of and experience in community and stakeholder relationship concepts and methodologies to lead and drive the development and delivery of strategic community relations plans and related activities
  • Issues analysis and issues management methodologies to identify critical issues and trends and develop comprehensive contingency and positioning plans
  • Political acuity skills to assess the implications and sensitivity of a wide range of issues to lead the team accordingly and propose solutions and positioning
  • Demonstrated facilitation skills to manage complex stakeholder meetings and events and ability to coach staff in doing the same
  • Interpersonal and networking skills along with tact and diplomacy to work collaboratively, build trust and convey a leadership position with a broad cross-section of government and non-government groups
  • Interpersonal and oral/written/presentation skills to liaise with senior transit officials, elected officials, and senior government and third-party staff to address their requirements; to present project information to community groups at public meetings; to clearly convey ideas and listen to others; to address the media; oversee the production of public-facing communications materials by the unit
