Job Description

The Manager of Meter Field Operations will oversee all aspects of meter field services, including installation, operations, and maintenance. This role will involve ensuring Toronto Hydro's safety performance, managing emergency responses, handling customer service activities, and complying with regulatory requirements from bodies like Measurement Canada, IESO, and the Ontario Energy Board. Additionally, the manager will optimize work execution, balancing vendor performance, materials, and both capital and operational budgets. They will also lead and implement process improvements to enhance efficiency and productivity.

The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro. 

 

 

KEY RESPONSIBILITIES:

 

  • Leads a team of technical field staff in the delivery of the metering work programs, ensuring the work is executed efficiently and on time in accordance with compliance and regulatory requirements.
  • Monitors, supervises and reports on overall work related to the meter operations, installation, repairs, maintenance including re-verification and routine meter changes; producing and distributing field orders as required. Delivers work programs (planned, reactive emergency and customer connections) according to forecast, with consideration to resources, materials and dependencies with other departments such as Stations etc.
  • Provides input to Requests for Proposal/Information process (as necessary) to ensure that equipment and materials are available to support work program execution and customer connections.
  • Supports the connection of new customers through direct support of both internal and external stakeholders and resourcing, ensuring that new customer installations adhere to Toronto Hydro Conditions of Service and all metering requirements result in billing and compliance with regulatory requirements.
  • Ensures timely and proficient response to all types of customer service requests and escalations of customer metering disputes such as issues related to complex metering installations at large commercial and industrial customer sites. 
  • Acts as contract administrator, developing and administering field metering projects; monitors contractor activity to ensure organizational standards and objectives are met; coordinating with internal staff as required to support program completion; certifies and releases payment in accordance of project completion.
  • Leads monthly safety and operations meetings with assigned contractor vendor firm(s) and provides content on safety topics and delivers any required environment, health and safety and/or quality bulletins and any standard design practice changes, process and procedure changes and operational updates.
  • Regularly ensures all contractor staff comply with training requirements and conducts monthly safety inspections on contractor vendor firm field staff. Conducts root-causes analysis and investigations, identifies non-conformances, taking steps and actions to document, resolve and close gaps.  
  • Manages safety performance through regular safety inspections, incident investigation analysis and corrective action, training, education, and coaching.
  • Participates as a subject matter expert, on organizational projects and initiatives to improve systems, processes and practices. Works in a team to drive efficiencies and productivity improvements in material and work management for metering related processes. 

 

REQUIREMENTS:

 

  • University Degree, Engineering (Electrical preferred) or Graduation from an accredited post-secondary institution with an Electrical, Electro-Mechanical or Electronics Technician/Technologist diploma (A suitable combination of industry experience, certifications and/or education may be considered).
  • Seven (7) years’ experience in metering field operations with two (2) years’ supervisory experience
  • Must have a valid Class “G” Driver’s License in the Province of Ontario
  • Certified Meter Mechanic Tester
  • Electrical/Electronic Engineering Technologist (CET) or Certified Technician (C.Tech) preferred
  • Familiar with all types of energy and demand meters
  • Experienced with Measurement Canada requirements
  • Knowledgeable in Suite Metering
  • Knowledgeable on Meter Sampling & Recertification
  • Knowledgeable in pulse and digital metering practices
  • Knowledgeable about electronic data communication
  • Knowledgeable about the Electricity & Gas Inspection Act
  • Must have a working knowledge of IESO and OEB requirements
  • Demonstrated awareness of applicable Health and Safety legislation.
  • Familiarity with billing and mobile information systems an asset
  • Superior and demonstrated customer service skills
  • Demonstrated conflict and problem-solving skills 
  • Strong vendor management skills
  • Demonstrated strong and effective written and verbal communication skills.

This position is based in a hybrid environment allowing for remote work two days per week, based on business needs. Employees will be required to come onsite Tuesday to Thursday. You are expected to live in Ontario and within reasonable commuting distance of the office.
