The Manager, Testing and Governance is a key contributor to the success of the Quality Assurance & Testing team of Global Risk Management (GRM). Contributes to the overall success of the team by ensuring specific individual goals, plans, initiatives are executed / delivered in support of the team’s business strategies and objectives.

 

Is this role right for you? In this role, you will:

 

  • The individual is required to have a high degree of analytical and technical knowledge and experience, combined with a strong understanding of financial and non-financial risk policies/processes/lifecycle, including credit, enterprise and compliance risk stripes.
  • Participates in testing and evaluates the effectiveness, consistency, and alignment of risk oversight conducted by Risk Management (Second Line).
  • Applies a risk-based approach, to develop an annual plan focusing on key portfolios and regulatory priorities with adaptability to evolving business needs.
  • Delivers an independent second line challenge through thematic and targeted reviews, identifying management blind spots, reinforcing oversight, and fostering accountability.
  • Conducts impartial validation to pinpoint gaps and recommend solutions for enhanced risk management by leveraging audit and regulatory findings to ensure timely gap identification and remediation, strengthening the control environment.
  • Works in partnership with internal auditors, testing teams and other stakeholders to promote transparent communication and collaboration on governance, compliance, and audit matters.
  • Prepares regular and ad-hoc reports for executive management and directors, providing insights into the bank’s risk opportunities
  • Technical knowledge and experience of SAS (or other programming knowledge, such as Python), data repositories, and Microsoft Office products, especially Excel and PowerPoint is required.
  • Experience and knowledge of the various adjudication and document retention platforms used in Canada and International Banking is also an asset.
  • Responsible for the acquisition, organization and reporting of financial risk and non-financial risk data to support the risk review & challenge process of various functions throughout the organization.
  • Develop testing strategies and frameworks through use of enterprise-wide data sources to assess the adherence and compliance to internal policies and regulatory requirements, which will be used to guide reviews toward high-risk priorities and close identified gaps.
  • Interact closely with GRM, the various business lines in Canada and International Banking, technical development teams, data analytics teams, systems, operations, Audit, Bank regulators, and any other stakeholders as deemed necessary for accurate and meaningful reporting.
  • Understand the applicable regulatory requirements to ensure policies are adequately updated to identify potential control gaps and non-compliance with regulatory requirements, best practices, and internal policies and procedures.
  • Monitor and report the status on management action plans to close gaps related to policies, ensuring timely execution and gap remediation.
  • Build and manage relationships with stakeholders across the business and peers within GRM.
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.

Do you have the skills that will enable you to succeed in this role? - We'd love to work with you if you have:

 

  • A University degree in Business, Accounting, Statistics or in Information Technology related discipline is required.
  • SQL, Proc SQL with SAS, Python or similar programming knowledge is an asset
  • Office applications i.e. VBA, MS Excel, Macros, other MS Office products.
  • Database applications i.e. SQL server, SAS, MongoDB, DbVisualizer, DBeaver.
  • Visualization Tools i.e. Tableau and Power BI.
  • Knowledge of IFRS 9 and SOX Compliance is an asset.
  • Fluency in both English and Spanish is preferred.
  • Sound knowledge of banking and/or risk management practices, with strong knowledge of the regulatory environment and financial services marketplace
  • Experience with Testing programs and or quality assurance is an asset.
  • Project Management experience in the Banking industry delivering solutions focused on continuous improvement. Ability to manage multiple projects/initiatives/reviews at any given time, often with competing priority.
  • Working with large amounts of data from a variety of different sources and formats.
  • Demonstrate innovation by devising novel solutions that will streamlines processes and improve effectiveness.
  • Ability to think outside the box, and in a strategic manner in order to connect processes, policies, systems, and technical platforms as well as assess their application as translated into data.
  • Highly motivated, results focused and organized individual with strong communication and interpersonal skills, knowledge of project and process management disciplines and a positive 'can do' attitude.
  • Strong time management skills, ability to multi-task, while being results oriented and team focused.
