- Review bid documents including RFQs, RFPs, addenda, bulletins, and contract specifications.
- Analyze scope of work for both trade-specific and general contractor (GC) packages.
- Prepare accurate cost estimates, assigning unit prices for labor, materials, equipment, subcontractors, and vendors.
- Solicit, evaluate, and coordinate subcontractor and supplier proposals.
- Complete and submit bid forms, agency-specific breakdowns (SCA, NYCHA, OGS), and certified pricing sheets.
- Draft RFIs, exclusions, inclusions, and scope letters to clarify proposals.
- Collaborate with internal teams (PMs, engineers, drafters) for constructability reviews and pricing validation.
- Work with subcontractors and suppliers to gather updated quotes and ensure MWBE/LBE compliance.
- Present estimates, clarifications, and proposals to clients, CM firms, and agencies.
- Complete agency-specific cost submissions (SCA – Kahua, NYCHA – HUD compliance, OGS – state forms).
- Ensure prevailing wage compliance (Davis-Bacon, union requirements).
- Verify insurance, bonding, and OCIP/CCIP costs in estimates.
- Prepare MWBE/LBE participation and certified payroll reporting as required.
- Utilize estimating tools and custom Excel templates for cost development.
- Manage digital submissions via platforms such as Kahua and Citrix.
- Maintain well-organized electronic records of estimates, proposals, change orders, and submissions.
- Monitor market conditions, competitor pricing trends, and bid results to refine strategies.
- Advise leadership on bid/no-bid decisions, considering backlog, bonding capacity, and project risks.
- Develop and maintain strong relationships with subcontractors and suppliers for competitive pricing.
Hard Requirements:
- Bachelor’s degree in Construction Management, Civil Engineering, or a related field (preferred).
- Minimum 5+ years of experience in construction estimating (commercial/industrial preferred).
- Strong knowledge of construction trades, methods, and market unit pricing.
- Familiarity with public agency requirements (SCA, NYCHA, OGS) and private CM firms.
- Proficiency with Excel, Kahua, Citrix, and estimating templates/software.
- Excellent analytical, negotiation, and communication skills.
- Detail-oriented with strong organizational abilities.
