The Vice-President, Liquidity is responsible for maintaining and enhancing CIBC’s liquidity  management function and for implementing best practice liquidity management  framework (LMF). The LMF must meet all regulatory requirements, and include sophisticated capabilities such as a risk dashboard, multiple scenario analysis and comprehensive risk measures. The Vice-President, Liquidity is charged with maintaining the Bank’s liquidity measurement systems to incorporate all elements of the global balance sheet on a timely basis, aligning liquidity assumptions with  scenarios and regulatory guidance. 

This role liaises actively with regulators, central banks, industry peers and settlement system operators in the development of regulation, policy and protocols, ensuring that the bank’s interests are well represented in each country in which we do business while actively managing compliance with global requirements. This leader must ensure that appropriate resources are in place in all geographies to effectively perform liquidity risk management functions, and to comply with all local regulatory requirements.

The Vice-President, Liquidity will be required to work closely with all of the business units on liquidity management with particular focus on the Capital Markets business given business planning, transactions flows and liquidity complexities. This also includes the administration and ownership of the Global Markets fund transfer pricing model.

A key responsibility of this role will be to work closely and cooperatively with those responsible for execution of funding transactions, Cash Management, the Treasury Analytics team responsible for modeling customer behavior, and with the Funds Transfer Pricing team.  In particular, Liquidity Risk and Transfer Pricing will work together with Treasury Finance to appropriately allocate liquidity costs.

In addition, the Vice-President, Liquidity is responsible for the oversight and mandate of CIBC’s Sustainability Issuances as it pertains to sustainable fund raising, the Sustainability Issuance Council and annual external publication requirements.  This leader is required to work closely with the different fund raising businesses and the Environmental Social Governance (ESG) team and keep abreast of latest market developments to help support CIBC’s commitment to mobilize Sustainable Finance.

What You’ll be Doing

  • Implement and maintain a comprehensive liquidity policy and risk management framework.

  • Ensure appropriate systems, processes and governance are in place to effective manage liquidity risk.

  • Actively engage with Capital Markets business leaders to allocate liquidity resources in a complex environment while operating within our risk appetite.  Timely decision making capabilities will be essential in this regard.

  • Undertake liquidity requirements analysis to ensure that the bank has the appropriate term structure of funding to support business strategy while maintaining liquidity above limits.

  • Actively engage with front-line business units on liquidity-related education and provide guidance on product design and strategy.

  • Actively monitor all use of collateral and ensure that encumbrance of collateral does not create liquidity constraints.

  • Work with all of the subcommittees of Global ALCo to ensure that liquidity-related matters are well understood and are considered in the deliberations of those committees.

  • Maintain an enhanced and actionable monitoring and reporting framework for liquidity risk and funding.

  • Represent the bank effectively in all dealings with regulators, central banks, and industry peers in development of regulation, policy and protocols.

  • Manage team performance by providing fair, accurate and timely feedback, identifying and removing obstacles to performance and by explaining how performance expectations align with business priorities.

What We’re Looking For

  • Expert knowledge of liquidity risk management theory and practices in deposit taking institutions, with a particular emphasis on funding and liquidity issues particular to the Canadian market.

  • Deep understanding of bank liquidity risk including complex capital markets businesses. 

  • Collaborative work effort with Capital Markets leaders to effectively support the business and manage the related effects on our liquidity profile.

  • Excellent knowledge of global regulatory requirements with respect to liquidity risk management.

  • Sound knowledge of Canadian financial institutions and their competitive environment.

  • Deep knowledge and experience in financial institution transfer pricing techniques and methodologies.

  • Experienced and knowledgeable in asset liability management techniques and methodologies.

  • Excellent planning, analytic and administrative skills.

  • Strong oral and written communication skills including presentation skills appropriate for presentations to senior executives.

  • Cooperative entrepreneurial team player with mature judgment, strong interpersonal skills and original approaches to problem resolution.

  • Sound knowledge of current regulations and guidelines affecting federally regulated financial institutions.
