Description

JOB SUMMARY

Performs routine to complex accounting work related to the preparation and maintenance of financial records, the audit of financial transactions and the production of reports and statements in a centralized setting.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Finance Director.

ESSENTIAL AND MARGINAL FUNCTIONS

Essential and marginal functions and responsibilities may include, but are not limited to the following:

 

Essential Functions:

Reviews accounting and financial documents to ensure accuracy of information and calculations and makes correcting entries; examines supporting documentation to establish proper authorization and conformance with contracts and other agreements, policies and appropriate regulations. 

Compiles and prepares journal entries and periodic reconciliations of general ledger, journal, subsidiary accounts and bank statements; makes correcting entries as required; compiles and prepares financial reports and supporting schedules and documentation. 

Reviews and inputs invoices into the accounting software; ensures proper documentation, balances against purchase authorization forms and purchase orders; audits various accounting and financial documents for accuracy and appropriateness. 

Reviews and inputs library cash receipts into the accounting software; prepares administrative deposits and inputs into the accounting software.

Reviews and processes employee payroll; verifies payroll changes and employee benefit deductions; processes benefit payments to providers. 

 

Marginal Functions:

Prepares and maintains control and subsidiary accounting records; prepares trial balances and financial reports. 

Maintains financial records for various funding sources, including grants and capital improvement projects; prepares reports for such funding agencies. 

Maintains budgetary control accounts; prepares status reports for management and administration.   

Confers with staff, vendors, contractors and others regarding invoices and payment status. 

Contributes to the efficiency and effectiveness of the department’s service to its customers by offering suggestions and directing or participating as an active member of a work team.

Installs and maintains automated financial control and reporting systems; instructs others in the use of such systems. 

Maintains accurate records and files. 

Maintains inventory records and participates in physical inventory. 

Attends staff, departmental, library, and district-wide meetings; may participate in committee service and special events.

Promotes library services and programs.

Performs related duties as assigned.

Knowledge of:

Principles and practices of general and fund accounting; budgetary practices and terminology.

Regulations and statutes related to library administration, purchasing, and finance.

Financial record keeping and bookkeeping practices and techniques.

Correct business English, including spelling, grammar and punctuation.

Techniques for dealing with a variety of individuals, in person and over the telephone.

Basic practices of reviewing financial documents for completeness and accuracy.

Modern office methods, practices and procedures including PC usage and basic familiarity with word processing, spreadsheets, and other personal computer applications.

Typing, word processing and entering data at a speed and accuracy level necessary for successful job performance.

Computer applications such as word processing, spreadsheets, presentation, and databases.

 

Ability to:

Demonstrate excellent customer service.

Review financial documents for completeness and accuracy.

Compile and review budget figures. 

Interpret, apply and explain applicable laws, codes and regulations. 

Maintain accurate financial records and prepare accurate and timely reports.

Make accurate arithmetic calculations.

Establish and maintain effective working relationships with those contacted in the course of the work.

QUALIFICATIONS

College graduate with bachelor’s degree in Accounting, Finance or other comparable area.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Normal physical activity includes sitting for extended periods, standing, walking, bending, and lifting up to 45 lbs., upon occasion. 

Keyboarding and working at a computer monitor for extended periods required. 

Phone usage, reading, speaking, and listening required. 

Interaction with vendors may include stressful situations related to negotiating or resolving problems.

Requirements

  • College graduate with bachelor’s degree in Accounting, Finance or other comparable area.
  • Must have a valid Nevada driver’s license, or the ability to obtain one in accordance with state laws.
