About the Department

I
Under supervision, to perform a variety of account and statistical record keeping work in connection with the development, maintenance, and processing of County fiscal and statistical records; to perform general office support assignments; and to do related work as required.

Under general supervision, to perform a variety of account and statistical record keeping work in connection with the development, maintenance, and processing of County fiscal and statistical records; to provide information and assistance regarding inquiries concerning an assigned work area; to perform general office support assignments; and to do related work as required.

Under general supervision, to perform a variety of the more difficult and complex account and statistical record keeping work in connection with the development, maintenance, and processing of County fiscal and statistical records; to provide information and assistance regarding inquiries concerning an assigned work area; to perform general office support assignments; and to do related work as required.

DISTINGUISHING CHARACTERISTICS
I
This is the entry and first working level in the Account Clerk class series. Incumbents learn and perform a variety of basic account and statistical record keeping work. This class is distinguished from Account Clerk II in that incumbents perform a lesser scope of assignments which do not require the same level of knowledge of County fiscal record keeping systems. When an incumbent becomes familiar with department and County fiscal record keeping policies and systems and demonstrates good sustained work performance, they may be promoted to the Account Clerk II level.

II
This is the second working level in the Account Clerk class series. Incumbents have responsibility for performing a variety of account and statistical record keeping work which requires previous background and experience in the area of financial and statistical record keeping where assigned. This class is distinguished from Account Clerk I in that incumbents perform a greater scope of assignments requiring more in-depth knowledge of County fiscal record keeping systems. It is distinguished from Account Clerk III in that Account Clerk III incumbents perform more specialized and complex work requiring comprehensive knowledge of Department or program fiscal requirements. Also, incumbents in the Account Clerk III class may provide lead direction and work coordination for other staff.

Under general supervision, to perform a variety of the more difficult and complex account and statistical record keeping work in connection with the development, maintenance, and processing of County fiscal and statistical records; to provide information and assistance regarding inquiries concerning an assigned work area; to perform general office support assignments; and to do related work as required.

REPORTS TO
A variety of County supervisory or management positions, depending upon the department or program area where assigned.

CLASSIFICATIONS SUPERVISED
This is not a supervisory class.

TYPICAL PHYSICAL REQUIREMENTS
Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.

TYPICAL WORKING CONDITIONS
Work is performed in an office environment; continuous contact with other staff and the public.

Maintains a variety of financial and statistical records; processes warrants, bills, and other documents involved with financial record keeping; posts information to expenditure records; verifies purchase orders; assists with the maintenance of work and time records; may compute and type tax bills, preparing them for distribution; receives monies and maintains records of receipts; balances cash received and prepares deposits; assists with the maintenance of subsidiary ledgers; assists with the development of financial and statistical reports; assists with the compilation of budget information; may maintain financial and statistical records for public assistance programs; may learn procedures and maintain financial and statistical records for the collection and distribution of family support payments; learns and operates computerized financial information systems and on-line computer systems used in the County; may learn and work with spreadsheets and word processing programs; performs a variety of general office assistance assignments; provides information to other staff and the public.

Gathers, assembles, and tabulates financial and statistical information; maintains a variety of financial and statistical records; processes warrants, bills, and other documents involved with financial recordkeeping; posts information to expenditure records; verifies purchase orders; maintains work and time records; may compute and type tax bills, preparing them for distribution; receives monies and maintains records of receipts; balances cash received and prepares deposits; assists with the maintenance of subsidiary ledgers; assists with the development of financial and statistical reports; assists with the compilation of budget information; may maintain financial and statistical records for Public Assistance Programs; may perform a variety of fiscal support work related to the collection and distribution of family support payments; operates and works with computerized financial information systems used in the County, including special on-line software used in an assigned County department; may work with spreadsheets and word processing programs; performs a variety of general office assistance assignments; provides information to other staff and the public.

III
Performs a wide scope of the more complex and specialized financial and statistical record keeping work; distributes material, labor, and equipment costs to appropriate cost centers and project amounts; posts and balances general and subsidiary ledgers; has responsibility for a department's cash, vendor payments, and receipts; identifies and resolves a variety of difficult account and statistical and record keeping problems; posts and balances general and subsidiary ledgers; performs corrections in maintaining accounting controls; maintains control of financial records and documents prior to submission to other departments; reviews, compiles, and records a variety of financial transactions; prepares periodic special financial and statistical reports; maintains controls and records warrants; reconciles monthly cash balances; examines, reconciles, and balances fiscal records; performs complex financial record keeping related to Public Assistance Programs; may perform the more complex fiscal support work related to the collection and distribution of family support payments; coordinates, prepares, and monitors budget expenditures; operates computers, using County financial software, special software used in an assigned County department, and spreadsheets; explains financial procedures and assigned area account record keeping requirements to other staff and the public; may provide lead direction, work coordination, and training for other staff.

Minimum Qualifications

Previous work experience performing office support work, preferably including some experience and background in maintaining financial and statistical records is desirable.

II
One year of experience performing fiscal, statistical, or case record office support work in an office environment

III
Two years of full time experience, or its equivalent, performing office support duties relating to fiscal, statistical, or case records maintenance, including at least one year of journey level experience.

Special Requirements:
Possession of, or ability to obtain a valid class C California Drivers License

May be required to pass a fingerprint/background investigation.

In accordance with California Government Code section 3100, et., seq., all County of San Benito employees are considered disaster service workers who may be required to report for duty, or remain on duty to address disaster service activities in the event of an emergency or disaster and are required to undertake an applicable loyalty oath.

SAN BENITO COUNTY BENEFITS

Employees in regular, full-time positions will be eligible to participate in the following employee benefits:

Pay Day: Employees are paid bi-weekly.
Insurance Deductions: The insurance and benefits deductions will take place bi-monthly, normally the first two pay periods of the month. Bank/Credit union and 457 Retirement Deferrals deductions will take place bi-weekly.

Vacation: Based on continued years of service. Maximum accruals may apply depending on the bargaining unit.

  • < 4 years of service = 10 days per year
  • 5 to 9 years of service = 15 days per year
  • 10 to 14 years of service = 18 days per year
  • 15 + years of service = 20 days per year

Holidays: 13.5 holidays (including 3 floating) for most employees.

Sick Leave: 15 days per year. Maximum accruals apply.

Health Plan: Comprehensive medical and dental plans available for full-time employees. Employees appointed to a regular position at a time base of 50% or higher are also eligible to participate.

Vision Plan: MES Vision Plan offered which offers exams, frames and lenses on a 12-24-24 basis. The County pays for employee coverage and the employee can pay for dependent coverage. This benefit is available to FULL-TIME employees only.

Employee Assistance Program: The County provides confidential short-term counseling services to employees and dependents. Any regular employee is eligible for up to a total of three (3) hours of counseling sessions within any six (6) month period per County employee. Up to a maximum of six (6) sessions per calendar year are allowed per family

Life Insurance/AD&D: County pays for a $20,000 BASIC life insurance policy for each employee. Two other VOLUNTARY life insurance plans available, including AD&D.

Disability Insurance: General, Confidential and Management groups participate in the State Disability Insurance.

Credit Union: Membership to the Santa Clara Federal Credit Union is available to San Benito County employees.

Deferred Compensation: Employees may participate in tax-deferred retirement savings. Three 457 plans are available. Employees may rollover funds from prior 401k or 457 accounts. IRS limits apply.

Retirement: Regular employees will be enrolled into the CalPERS retirement system in accordance with the Public Employees' Retirement Law. Employee contributions vary according to bargaining unit.

All New Miscellaneous (non-Safety) employees enrolled into the CalPERS retirement system participate in the full formula of 2% at 62. Miscellaneous employees participate in Social Security in addition to CalPERS.

New Safety employees are covered by the safety full formula 2.7% at 57. Safety employees contribute 9% of the employee contribution. Safety employees do not participate in Social Security.

Supplemental Insurance: Employees may participate in various AFLAC plans such as accident, disability, and cancer insurances.

Additionaly,  employees  can enroll into a pre-tax cafeteria plan and flexible spending accounts including Unreimbursed Medical ($2500) and Dependent Care ($5000).
