Description
Under direction, performs technical accounting work in the establishment and maintenance of accounting records; performs fiscal work of limited scope.
Examples of Duties
- Plans and supervises a financial recordkeeping program for a County department;
- Assists in the preparation of the annual budget;
- Establishes general and subsidiary accounts including revenue and disbursements;
- Reviews financial documents such as vouchers, requisitions, purchase orders and invoices for accuracy and completeness of information;
- Reconciles manual records to computer output;
- Assists in preparation of County financial statements;
- Posts information to general and subsidiary ledgers;
- Encumbers funds; balances and reconciles accounts;
- Recommends the transfer of funds;
- Prepares accounting reports and analyses;
- Reviews and revises procedures, forms and records, prepares corrections and changes to the tax roll;
- Recomputes taxes;
- Initiates forms to repay taxpayers for prepaid taxes;
- May lead subordinate staff;
- Performs related work as required.
Typical Qualifications
Positions in this class differ from the positions in the next lower class of Accountant-Auditor in that the assigned duties require the application of more advanced accounting principles and techniques and the exercise of greater independent judgment and discretion. Positions in the next higher class of Accountant III are involved in accounting and fiscal programs which are more complex or involved in multi-budgets, and normally affect the overall fiscal operation of a large operating department, the County government, special funds and districts.

Sufficient training and experience to demonstrate the ability to perform the above tasks and the attainment of the following knowledges and abilities.
Experience Note: The knowledges, skills and abilities required to perform this function are normally acquired through graduation from a four year college in accounting, business administration or related major with college level courses completed in elementary accounting, advanced accounting, auditing and business law plus one year professional experience in accounting or auditing work.
A Master's degree in Business Administration or Accounting with emphasis in accounting may be substituted for the experience requirement.
Knowledge of:- Governmental accounting principles and procedures;
- Laws and regulations governing the financial operations of the County and special districts;
- Government budgeting;
- Principles of computer fiscal systems;
- Office management, practices and procedures.
- Analyze and evaluate accounting data;
- Prepare clear and concise reports;
- Establish and maintain effective working relationships with those contacted in the course of work.
