ACCOUTING ANALYST
Title: Accounting Analyst Reports To: Accounting Supervisor

DESCRIPTION OF POSITION:
Under the general direction of the Accounting Supervisor, perform a variety of independent technical and unique analytical duties in the areas of budgetary analysis and development, position control and financial management.
REPRESENTATIVE DUTIES:
- Plan and perform a variety of complex budget and fiscal simulations, analyses and calculations. E
- Initiate, complete and validate a variety of state, local and federal reports and financial statements. E
- Assist in the development of recommended Board Policies, Administrative Regulations, and systems and procedures for budgetary and fiscal management. E
- Perform financial and operational reviews as assigned. E
- Analyze financial and budgetary statements; identify trends and concerns with recommended solutions. E
- Develop, implement and review procedures and processes of position control; maintain District’s position control system. E
- Assist in analyzing and evaluating automated financial systems designs, computer-generated financial reports and other automated programs integrated with the primary financial system. E
- Prepare special financial reports and statistical analyses as directed including cash flow, legality of expenditures and budget procedures. E
- Maintain budget records on the District’s automated financial system; assist in insuring integrity of budget and financial records. E
- Assist in providing work direction and guidance to assigned personnel. E
- Develop and maintain comprehensive statistical data; prepare periodic budgetary reports and statements. E
- Prepare oral and written reports. E
- Meet with program managers providing guidelines and support for controls and monitoring. E
- Perform research, data gathering and analysis on a variety of fiscal and budgetary matters. E
- Perform related duties as assigned.
EDUCATION AND CREDENTIALS:
- Graduation from High School supplemented by A.S./A.A. degree or 60 college units, with an emphasis in Business, Accounting, Marketing or Finance.
- Four (4) years of progressively responsible experience in accounting, budgeting and/or financial management, preferably in a public school setting or an equivalent combination of experience and education.
KNOWLEDGE SKILLS AND ABILITIES:
KNOWLEDGE OF:
- Principles and procedures of public agency budgetary and fiscal management.
- Generally accepted accounting and auditing principles, practices and procedures.
- State of California School Accounting Manual.
- Computerized spreadsheets at the proficient and/or advanced level to include the development of macros and to include at least one of the following: Microsoft Excel, Lotus 1-2-3, or Quattro Pro.
- Advanced level word processing computerized programs, to include one of the following: WordPerfect, Microsoft Word, or Lotus AmiPro.
- Computerized school district budgeting and accounting systems.
- Preparation of financial statements and comprehensive accounting reports.
- Technical aspects of field of specialty.
- Laws, rules and regulations related to assigned activities.
ABILITY TO:
- Plan and coordinate a variety of complex fiscal operations.
- Analyze, generate, evaluate and implement financial and/or budgetary procedures for effectiveness and efficiency.
- Prepare clear, concise and comprehensive reports and recommendations verbally and in writing.
- Produce financial and statistical data in graphical format for presentation.
