Haywood County Health and Human Services’ mission is to enhance the health, safety, and full potential of our community. Economic Services Division serves as a conduit for Haywood County citizens’ access to economic and financial support. Social Work Services Division serves the most vulnerable in the community, assisting families and individuals. Public Health Services Division serves as an advocate for the public’s health and help to shape positive health outcomes for all Haywood County residents. Business Services Division oversees the fiscal and administrative operations of the Health and Human Services Agency. JOB SUMMARY
This position provides fiscal and administrative support to HHSA and is responsible for independently performing various accounting functions for the Agency. This employee has the responsibility to track revenues and expenditures, maintain files of all financial records and substantiate all transactions to form an audit trail. Responsibilities include: management of accounts receivables and accounts payables; monitoring and reporting expenditures;  seeking and maximizing all reimbursements, coordinating with billing services; purchasing; training and travel arrangements for staff; maintenance of client/patient accounts; execution of agreements/contracts/MOUs/grants/etc. and required corresponding reports; assisting with budgetary planning; and assist with overseeing agency/facility operations. This position must continually analyze, monitor and evaluate the overall fiscal operations, the Agency’s compliance with applicable federal, state and local laws as well as regulations and policies. All work is subject to an annual County audit as well as State audits and internal audit procedures and controls. This position includes work-related travel primarily within Haywood County. This employee works independently under the supervision of the Business Services Director.
 
 
 
ESSENTIAL JOB FUNCTIONS:      

  • Prepare and submit fiscal reports
  • Reconcile fiscal reports
  • Ensure maximization of revenues received
  • Accounts receivables
  • Accounts payables
  • Verify accuracy of General Ledger
  • Manage client/patient accounts
  • Daily bank deposits
  • Reconciliation of accounts, expenditures/invoices, and revenues
  • Management of Purchase Orders, petty cash, postage, and photocopiers
  • Monitor Internal Control procedures that follow State/Federal requirements and accepted accounting procedures
  • Coordinate with Auditors to provide information and ensure compliance
  • Purchase equipment and supplies
  • Arrange training and travel for agency staff
  • Monitor billing procedures
  • Assist with budget preparation
  • Assist with managing the use and maintenance of agency vehicles
  • Assist with managing facility operations including work orders
  • Employees are required to maintain compliance with all State and Federal laws and program requirements including but not limited to confidentiality laws (HIPAA, Juvenile Code, PII, etc.). Employees are expected to adhere to Agency, Countywide and Departmental policies and procedures regarding information security and confidentiality, and to report any suspected unauthorized disclosure or loss of information immediately. Employees must ensure security of all County data, equipment, and information in both electronic and paper form that is accessed as part of job duties to minimize risk of improper disclosure or data breach. 
  • Emergency Response, including but not limited to support of the Federally mandated and State statutory responsibilities including, but not limited to Public Health and Mass Care duties.
  • Performs other assigned duties.



MINIMUM REQUIREMENTS TO PERFORM WORK:

  • High school diploma or equivalent;
  • Two (2) years of directly related experience;
  • Or equivalent training, education, and/or experience.
  • Must be at least twenty-one years of age to drive a County vehicle. 
  • Valid state driver’s license. Must have no more than three (3) points showing on current DMV records in order to operate county vehicles.



KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to independently respond to inquiries and coordinate a variety of resources in acquiring and disseminating information.
  • Knowledge of county ordinances, policies, and procedures.
  • Skill in communicating effectively both orally and in writing.
  • Skill in the use of computers and applicable software programs.
  • Substantive knowledge of accounting procedures, applicable mathematics and their application in the work environment.
  • Ability to record, compile, summarize and analyze data.
  • Ability to review and process information to determine conclusions, actions or compliance with applicable laws, rules or regulations.
  • Ability to exercise judgment, discretion and negotiation skills in problem situations.
  • Ability to learn, interpret and explain policies, regulations and programs.
  • Ability to establish and maintain effective working relationships and communicate effectively with other employees and the general public.

 
 
PHYSICAL DEMANDS:
Requires sedentary work that involves sitting or standing virtually all of the time and may involve exerting up to ten (10) pounds of force occasionally to move objects, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving repetitive motions and the use of standard office equipment.
 
The job requires normal visual acuity and field of vision, hearing and speaking abilities, depth and texture perception, and color perception.
 
Work Schedule:
Typical work hours are Monday through Friday 8:00 a.m. through 5:00 p.m., however an alternate work schedule (40 hours per week) may be considered upon request. Supervisor must pre-approve any overtime. In cases of a community emergency or disaster, the worker will be required to be available to work in an emergency response, and the hours worked in emergency response could vary from hours worked in the office.

Essential functions are regularly performed without exposure to adverse environmental conditions.
