About the Department

The City of Hanford seeks a motivated, collaborative Administrative Analyst to support the Recreation and Community Services Department's programs, projects, and initiatives that strengthen community engagement and enhance quality of life in Hanford.

This position performs professional administrative, analytical, budgetary, operational, and programmatic work in support of an assigned department or division; conducts research and analysis on a variety of organizational, operational, financial, and program issues; develops recommendations and implements solutions; provides staff support to management; coordinates special projects and programs; and performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

Administrative Analyst I: This is the professional-level classification in the Administrative Analyst series. Incumbents perform a variety of administrative, analytical, and program support assignments requiring the application of professional principles and practices. Assignments generally involve established programs, processes, and procedures and are performed under general supervision. As experience and proficiency are gained, incumbents are expected to exercise increasing independence and responsibility.

This classification is distinguished from the Administrative Analyst II by the complexity of assignments performed, the degree of independent judgment exercised, and the level of responsibility assumed for projects, programs, and departmental functions.
 
Administrative Analyst II: This is the advanced journey-level class in the professional Administrative Analyst series.  Incumbents perform complex professional administrative and analytical work requiring substantial independent judgment and initiative. Employees at this level are assigned responsibility for major projects, programs, and functional areas and may serve as technical resources to department staff. Assignments frequently involve policy analysis, program development, budget and contract administration, grant management, and recommendations that affect departmental operations.

This classification is distinguished from the Administrative Analyst I by the complexity of assignments, greater decision-making independence, and responsibility for managing significant projects and program functions. Positions are flexibly staffed, and advancement to the II level may occur upon demonstrating the required competencies and meeting the qualifications for the higher classification.

SUPERVISION RECEIVED AND EXERCISED

Administrative Analyst I

Receives general supervision from assigned management staff.

Administrative Analyst II

Receives direction from assigned management staff.

May provide technical and functional direction to lower-level staff.

Position Duties

Duties may include, but are not limited to, the following:

Plan, coordinate, and conduct administrative and operational duties and analysis, and recommend solutions based on findings.

Design, develop, and coordinate the implementation and evaluation of departmental administrative and operational systems and procedures.

Create and maintain databases from a variety of internal and external sources; monitor development and input of data; 

Develop new program elements and program modifications related to the area of assignment to meet goals and objectives; perform analytical work and maintain appropriate records and statistics.

Respond to complaints and requests for information from the public and City staff; research requested information and determine appropriate resolutions.

Monitor the budget daily; review purchase requisitions to ensure funds are available and the request is authorized; manage and analyze multiple Federal, State, and local funding sources.

Prepare grant proposals; monitor active grants to ensure that stipulations and regulations regarding the use of funds are met; and maintain appropriate records.

Prepare and administer contracts.

Participate in meetings or committees when assigned.

Prepare, maintain, and coordinate a variety of federal, state, and City reports and surveys.

Audit, input, and validate relevant data in various software programs.

Compile and coordinate a variety of information and resources for department staff.

Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.

Foster an environment that embraces diversity, integrity, trust, and respect.

Be an integral team player, which involves flexibility, cooperation, and communication.

Perform related duties as assigned.

Minimum Qualifications

Administrative Analyst I

Knowledge of:

Pertinent federal, state, and local laws, codes, and regulations.

Methods and techniques of research and data collection, including survey design.

Tools, techniques, and terminology used in statistical data analysis.

Principles and practices of modern office administration and recordkeeping.

Ability to:

Learn to plan, coordinate, and conduct research, analytical studies, and surveys related to assigned department programs and activities.

On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports, and special projects; identify and interpret technical and numerical information; observe and problem-solve operational and technical policy and procedures.

On a continuous basis, sit at a desk for long periods of time; intermittently twist to reach equipment surrounding the desk; perform simple grasping and fine manipulation; use a telephone; write or use a keyboard to communicate through written means; and lift or carry a weight of 10 pounds or less.

Provide information and analyses in verbal or written form.

Maintain comprehensive databases; coordinate with information technology staff on software or database issues.

Use sound judgment in recognizing the scope of authority.

Operate and use modern office equipment, including computers and applicable software.

Maintain regular attendance and adhere to the prescribed work schedule to conduct job responsibilities.

Utilize appropriate safety procedures and practices for assigned duties.

Communicate effectively orally and in writing.

Relate effectively with people of varied academic, cultural, and socio-economic backgrounds using tact, diplomacy, and courtesy.

Establish and maintain effective, cooperative, and collaborative working relationships with others.

Experience and Education

Any combination of experience and education that provides the required knowledge and abilities qualifies.  A typical way to obtain the required knowledge and abilities would be:

Experience:

Four (4) years of professional administrative or technical experience, preferably in a municipal government setting.

Education:

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in business administration, public administration, or a related field.

License and Certificate

May need to possess an appropriate, valid California driver’s license as required by the position.

 Administrative Analyst II

In addition to the qualifications for the Administrative Analyst I:

Knowledge of:

Operation, procedures, and policies of City departments and programs.

Software programs and database systems relevant to the area of assignment.

Ability to:

Independently manage complex analytical projects and assignments.

Analyze and evaluate operational, financial, organizational, and programmatic issues and develop practical recommendations. 

Interpret and apply laws, regulations, policies, and procedures.

Develop, administer, and monitor departmental budgets, grants, contracts, and programs.

Present findings and recommendations to management, committees, and boards.

Coordinate projects involving multiple departments, agencies, and stakeholders.

Experience and Education

Any combination of experience and education that provides the required knowledge and abilities qualifies.  A typical way to obtain the required knowledge and abilities would be:

Experience:

Six (6) years of increasingly responsible professional administrative and analytical experience comparable to an Administrative Analyst I with the City of Hanford.

Education:

Equivalent to possession of a Bachelor’s degree from an accredited college or university with major course work in business administration, public administration, or a related field.

Other Qualifications

The application screening will include a competitive review of relevant education, training, and work experience, followed by a written exam and/or an interview before an Oral Board to identify the most qualified candidates. Meeting the minimum qualifications does not guarantee an interview, and the screening committee's decision is final. Candidates considered eligible for appointment will be placed on the City’s Certified Eligibility List. Applicants will receive written notification about the results of all phases of the recruitment process leading up to the creation of the Eligibility List, if applicable.

  • Management Leave: Exempt employees shall receive 64 hours of Management Leave, which may be taken as time off. An employee may also cash out their Management Leave or convert their payout to deferred compensation.
  • Holidays: Twelve specific holidays, plus two floating holidays.
  • Paid Holiday Closure: City offices (where possible) will be closed Christmas Eve through New Year's Day. 
  • Vacation: Vacation leave starts at 11 days annually, increasing to 21 days based on time in service.
  • Sick Leave: Sick leave accrual of 12 days per year with unlimited accumulation. At retirement, unused sick leave may be applied toward retirement for Classic Members.
  • Medical, Dental, and Vision Insurance: The premiums for medical and dental insurance are split 60/40. The city covers 60% of the premium, and the employee pays 40%. VSP Vision is provided to each employee at no cost. Additionally, vision coverage for family members is available at a 60/40 shared cost. 
  • Hanford Employee Care Connection (City-sponsored clinic):  free and available to all insured full-time employees and covered dependents. Medical care offering same-day appointments, little to no copays, and comprehensive healthcare.
  • Life insurance: $100,000 City paid policy.
  • Tuition Reimbursement: A tuition reimbursement plan is available for work-related study for up to $5,000 per fiscal year.
  • Longevity: Employees shall receive a stipend upon completion of the following consecutive years of active service with the City of Hanford. The City Manager shall have the discretion to provide longevity pay based on cumulative years of service at another public entity (State, County, or City municipality) in a management and/or technical level position. 
    • Five (5) years of service: 2.5% 
    • Ten (10) years of service: an additional 2.5% 
    • Fifteen (15) years of service: an additional 2.5% 
    • Twenty (20) years of service, an additional 2.5
      Maximum allowance of 10%.
  • Deferred Compensation / Employer Match: Employees covered under the G.E.M.A. MOUs are eligible to receive matched employer contributions for deferred compensation up to $75.00 per pay period for the term of the MOU.
  • Cell Phone and Mobile Device Reimbursement: $50 per month for cell phone reimbursement; $50 per month for mobile device reimbursement.
