Position Summary
In this role, you will serve as Key Personnel and be primarily responsible for overseeing technical contract execution for the Hazardous Materials (HM) Management program to include coordination with on site Crane EP staff and working with the onsite hazardous material coordinators to ensure program training and compliance.
Key Responsibilities
Inspections, Audits, and Compliance
- Perform annual Technical Assists (TA) at all site locations that store and utilize Hazardous Materials.
- Assist HM Coordinators with conducting accurate inventories of storage lockers and their Authorized User Lists.
- Conduct follow-up inspections within six identified weeks of the initial TA event for any sites or locations found to be non-conforming.
- Perform investigative inspections as requested and submit comprehensive reports to the Project Manager within identified days of the investigation.
- Take detailed inspection notes and capture photographs while strictly adhering to all DON security requirements regarding photography, data recording, and data retention.
- Assist in the ongoing evaluation of the HM management program for overarching compliance purposes.
Data Management & Reporting
- Update and maintain comprehensive Safety Data Sheets (SDS) for all facility HM.
- Geocode the locations of Hazardous Materials and link appropriate data from the Authorized Use List and electronic SDS forms to specific geographical locations.
- Manage data access restrictions, ensuring sensitive information is limited to HM Coordinators and EP staff as requested.
- Provide TA reports to designated HM staff of each site visit to facilitate EMSWeb upload.
- Ensure all inspection and HM data is accurately entered into the EMSWeb system after report submission.
- Utilize collected geospatial data to provide the Navy with accurate HM Inventories and Usage reports for the Navy Enterprise Resource Planning (ERP) system.
- Maintain and update electronic databases, ensuring SDS inventories and chemical lists are current and accurate.
Training & Coordination
- Participate in, lead, review, and update Hazmat Coordinator classroom training materials as needed.
- Provide one-on-one orientation and training for new HM Coordinators, educating them on the HM program, SDS materials (location, maintenance, storage, availability, use), inventory protocols, and site-specific elements.
- Attend required training to maintain up-to-date knowledge of all applicable regulatory requirements.
- Collaborate with vendors and site personnel to facilitate program goals and maintain compliance.
- Maintain and manage the Hazardous Materials Coordinator (HMC) email distribution list to ensure streamlined communication and keep an accurate roster of all HMCs.
Required Qualifications and Skills
- Proven experience in hazardous materials management, environmental compliance, or a related field.
- Knowledge of Safety Data Sheets (SDS) management, chemical inventory tracking, and environmental regulations.
- Familiarity with geospatial tracking systems and electronic databases (experience with EMSWeb and Navy ERP is highly preferred).
- Ability to conduct thorough field inspections, take detailed notes, and generate compliance reports within strict deadlines.
- Strong communication and instructional skills, with the ability to lead classroom training and provide one-on-one mentorship.
- Strict adherence to operational security protocols; familiarization with Department of the Navy (DON) security requirements regarding data retention and photography is strongly desired.
- Detail-oriented approach with strong organizational and database maintenance capabilities.
