The Department of Environmental Services (DES) is seeking a high-performing, technically competent, and environmentally oriented Administrative Services Manager to join the Solid Waste Bureau (SWB) and manage a small team and report to the SWB Chief. This position will play a critical role in administration, budget oversight, performance management, business intelligence, technology integration, and strategic plan implementation.
The SWB provides and regulates trash and recycling services for the County’s estimated population of 230,000 and is actively working toward Arlington’s Zero Waste goal.
Responsibilities
Specific duties include:
- Providing administrative and human resources support, including recruitment, onboarding, travel coordination, office supply management, Local Area Network (LAN) coordination, and records management;
- Managing bureau finances as the chief fiscal officer, including budget development, proposals, changes, monitoring, and approvals; serving as the bureau’s buyer for requisitions, invoicing, chargebacks, and electronic payments;
- Overseeing business intelligence, quality assurance, and performance management by using data to evaluate programs, conducting trend analyses, and preparing reports with recommendations;
- Evaluating program operations, analyzing statistical and financial information, and recommending modifications to improve services;
- Coordinating and monitoring the implementation of the SWB’s Strategic Plan related to community, sustainability, operations, customer service, and safety;
- Managing the SWB’s technology needs, including the Utility Billing System, Q-Alert, work order systems, Power BI, Power Apps, Re-trac program management software, LAN, website, and the O365 suite;
- Managing customer service processes, coordinating with the call center, overseeing program updates and publications, reviewing webpage content, and maintaining the SharePoint site for communications and performance management;
- Coordinating customer surveys, assessing emerging program needs, developing new procedures, conducting team-building activities, and recommending program improvements; and
- Supporting overall bureau processes and functions as needed.
Qualifications
- Bachelor’s degree in Business Management, Environmental Management, or a related field; and
- Considerable experience in customer service management and/or program administration.
Substitutions: Additional qualifying experience can be substituted for the educational requirement. A Master's degree or higher may be substituted for some of the experience requirement.
Desirables: Preference may be given to applicants with experience in one or more of the following:
- Managing Utility Billing and work order systems, including Power BI, System, Q-Alert, and Re-trac;
- Utilizing Oracle products and Microsoft Suite applications including Excel, SharePoint, Power Apps, and Forms;
- Developing and managing business processes, system protocols, and procedures;
- Implementing performance management systems and metrics; and/or
- Providing strong customer service with an understanding of sustainability principles, especially Zero Waste management.
