About the Department

The purpose of this position is to supervise the Aquatics Division including the staff, facility and related programs. Position is responsible for program and facility promotion, facility rentals, facility maintenance, revenue enhancement, and patron safety.

Position Duties

  • Position responsible for user health and safety by overseeing all maintenance that is needed to ensure proper functioning of the aquatics and Recreation facilities. Utilizes available resources to attain appropriate levels of service in maintenance, cleanliness, and contractual services. Works with staff to ensure their understanding of departmental expectations.

  • Supervises staff, staff schedule development, including communicating, training, and evaluation; designs, implements and monitors programs and events, and facilities; oversees and provides leadership in advertising/marketing and customer service relations.

  • Provides an exemplary level of customer service including communicating directly with patrons to resolve problems/issues, and fostering internal/external contacts and relations.

  • Maintains inventory of supplies and equipment. Maintains logs and records as necessary. Implements and enforces facility rules. Works with the Recreation Manager and Recreation Superintendent to decide on facility closure during adverse conditions.

  • Develops proposals and concepts that will enhance programming and works with staff to provide a variety of classes, programs, and events. Ensures quality contract instructors are available to reflect the City's overall goal of customer service and satisfaction; regularly reviews policies, procedures, and protocols and recommends modifications as needed.

  • Securing community partnerships with outside organizations, and successful marketing strategy are major responsibilities. Responsible for creating an atmosphere that draws individual patrons and groups for repeat visits and rentals. Oversees rentals and reservations at aquatics and Recreation Center, communicates facility policies and procedures to staff and patrons, and promotes facility to patrons and potential patrons.

  • Coordinates and assists with special events including sport camps, special instructional programs, special services, etc.

  • Decisions regarding implementation of policies will be necessary. Public contact may involve support of controversial positions, the negotiation of sensitive issues, and/or important presentations. Contacts may involve stressful, negative interactions with the public requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.

  • Success of person in this position will depend on his/her ability to develop full and part-time employees into a cohesive team that understands and shares established goals. The Supervisor must be seen as a visionary with the ability to take ideas and implement them into successful, workable strategies.

  • Maintains water quality in indoor and outdoor pools by monitoring chemical levels daily, adjusting chemical levels as needed, and performing routine maintenance of pumps, filter, chemical feeders and other pool components

  • Maintains a clean and safe aquatic center including restrooms and locker rooms; ensuring first aid supplies and equipment are available, cleaning equipment and trash maintenance.

  • Provides management support including serving as "acting" Recreation Manager in absence; enforcing rules/guidelines; and, serving on committees.


Minimum Qualifications

  • Work requires broad knowledge in a general and professional, and technical sense.

  •  Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent preferred.

  • Two years of related experience or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Employment is conditional upon successful completion of a criminal background check, drug and alcohol test, and a motor vehicle review.

Other Qualifications

  • Work requires managing and monitoring work performance of subordinates including making decisions on hiring and recommending disciplinary actions, evaluating program/work objectives and effectiveness, and modifying staff assignments as necessary. Requires the ability to make sound judgments relative to the overall operation of the aquatics complex.

  • Responsible for making policy development and implementation recommendations; evaluates customer satisfaction, develops relationships and utilizes resources to continually improve customer satisfaction.

  • Knowledge of swimming pool water chemistry and mechanics, aquatic facility management; lifeguard training; aquatics risk management and rescue technology and techniques, preventive maintenance procedures, accounting and record keeping, and ADA effects on facilities and programs.

  • Ability to plan, organize, and supervise aquatics activities, programs, and facilities; ability to operate a variety of office equipment including but not limited to computer, fax and copier; experience in using computer programs such as Word, Excel, Outlook, Windows, and recreation related programs such as Activenet.   Ability to work well with the public, plan and promote programs and events using various media opportunities and outlets; supervise and motivate employees and volunteers; demonstrate proficiency in oral and written communication skills;

  • Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ability to apply basic math skills in business applications. Ability to write reports, prepare business letters, memos.

Special Requirements:
  • Must be able to work evenings and week-ends and possess mobility within an office and field environment.

Licenses and Certificates:
  • Valid Texas driver's license with good driving record and ability to maintain an acceptable driving record while employed per City policy. 

  • National Pool and Waterpark Lifeguard Training Instructor; certified aquatic facility/pool operator.

  • Current CPR, AED, and First-Aid certifications are required.

Work Environment:

Work performed requires the ability to tolerate occasional adverse conditions such as working outside and the ability to work in environments with a heavy chemical presence.   The position requires the ability to respond to emergencies 24 hours a day, seven days a week and the ability to lift and manipulate up to 50 pounds.
