Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.,The duties may include, but are not limited to:,Assist the Senior Budget Analyst in monitoring Division operations to ensure they are conducted in a fiscally responsible manner, within appropriate authorized levels, and adequately recovering costs.,Assist the Senior Budget Analyst in conducting reviews and analyses of Division programs.,Use Division’s automated billing systems to obtain billing information and track and analyze trends.,Review monthly accounting reports to ensure the accuracy and completeness of Division’s billing and collections data.,Prepare preliminary reports on operations of field locations, including offices, inspection points, terminal markets and processing facilities.,Analyze user fees and provide recommendations for adjustments to the Senior Budget Analyst.,Maintain accounting codes for Division’s services and programs which allow for effective and efficient tracking of obligations and revenue by individual program and in the aggregate.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Processing Financial Management Modernization Initiative (FMMI) accounting reports to compile, consolidate estimates for such items as personnel salaries and expenses, travel, and other expenses as required. Updating consolidated estimates in reports. Using excel formulas to analyze and compare selected object class and line-item obligations and expenditures in the reports and approved operating budgets. Monitoring funds to ensure they are being used in a timely manner to support the mission objectives. OR Master's or equivalent graduate degree in Accounting, Mathematics, Economics, Finance, Business or related field. OR 2 full years of progressively higher level graduate education leading to such a degree. OR LL.B. or J.D., if related. Equivalent combinations of education and experience are qualifying for this grade level. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Creating and modifying budget reports for tracking revenue/obligations; payroll and delinquent debt. Forecasting and maintaining budget for personnel salaries and expenses of a program and makes recommendations regarding the adjustment of funds. Servicing multi-year cooperative service agreements and MOU's. Analyzing numerous accounts, tracking revenue and obligations comparing object class obligations and expenses in the approved operating budget. OR Ph.D. or equivalent doctoral degree in Accounting, Mathematics, Economics, Finance, Business or related field. OR 3 full years of progressively higher level graduate education leading to such a degree. OR LL.M., if related Equivalent combinations of education and experience are qualifying for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-9/11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
