Description
1. Gathers, assembles, and formats data and prepared preliminary analysis for budget preparations; assist in the preparation of Court’s annual budget submissions including analysis and estimates of expenditures; analysis of projected revenue; review of department requests; recommendation on allocations of funds.
2. Prepare monthly and quarterly fiscal reports; review expenditure reports for accuracy; prepare quarterly summaries of General Fund expenses.
3. Analyze and evaluate requests from departments for changes in budget allocations throughout the year; makes recommendations and obtains final approval for changes; prepares baseline budget revisions as needed.
4. Assist in the preparation of Court grants including the application package; budget submission; financial reports; and related audits while ensuring compliance with grant requirements.
5. Communicate with vendors on availability of products, product information, prices, delivery dates; resolve purchasing problems related to delivery, incorrect and damaged merchandise; makes recommendations regarding the purchase of materials, equipment and supplies.
6. Prepare purchase order/requisitions for approval by the Director of Finance; ensure the requisitions/purchase orders are in compliance with guidelines established by the Court, Purchasing Department, Auditor’s Office, and Board of Commissioners’ Office.
7. Ability to maintain and assist with the preparation of various Court contracts.
8. Review and process the payment of invoices; match invoices with purchase order and requisition; audit supporting documentation and purchase order for accuracy in preparation for payment; verify that the goods and services are received and the proper contract price has been extended; resolve problems with payment issues; maintain record of invoices; maintain vendor files; answer inquiries regarding payment.
9. Communicate with vendors to resolve purchasing problems related to delivery, payment, price discrepancies, incorrect and damaged merchandise.
10. Deposits revenue into appropriate accounts and maintains corresponding records.
11. Prepares cash receipt transactions; process stop/void payment requests; reissue checks; verify and process unclaimed funds requests; process out of county travel authorization requests.
12. Replenishment of office supply orders, court forms and business cards.
13. Performs other duties as assigned.
Requirements
- Associate’s degree in finance, Accounting, or related field.
- Three to four years with experience in accounts receivable and payable, budgeting, and purchasing.
- Strong computer skills in Excel and Word

Summary
Under the direction of the Fiscal Manager, the Budget Analyst assists in the development, implementation, and administration of the Court's annual operating budget. This position performs professional-level budgetary and financial analysis to support sound fiscal management and informed decision-making. Responsibilities include preparing revenue and expenditure forecasts, conducting financial analyses, generating financial reports, processing accounts payable and accounts receivable transactions, preparing requisitions and purchase orders, monitoring budget activity, conducting audits, and ensuring compliance with applicable policies and procedures. The Budget Analyst works collaboratively with court staff, management, and external stakeholders and performs other related duties as assigned.
