About the Department
This position helps develop, monitor, and maintain annual budgets for the Budget Office. Their duties include organizing finances, preparing budget reports, monitoring institutional spending, and finding ways to run the county budget efficiently and effectively.
Position Duties
- Develops organizational budget with the manager and the budget officer.
- Consolidates organizational budget for review.
- Monitors spending and keeps departments within set budgets.
- Prepares reports and estimates future financial needs.
- Defends budget recommendations with data and evidence-based analysis.
- Assists with budget amendments throughout the fiscal year.
- Participates in budget development within departments and between divisions or programs, and develops documentation for budget adjustment requests.
- Develops and maintains databases, spreadsheets, and related management systems for budget development and administration.
- Performs financial analysis and makes recommendations; develops forms and systems; assists in identifying financial system problems.
- Reviews all work for completeness.
- Performs any other duties as assigned.

- Ability to communicate orally and in writing in the English language and orally in the Spanish language.
Minimum Qualifications
- Must have a high school diploma or GED from an accredited institution and three (3) years of experience in business or finance.
- Or at least 60 college hours from an accredited college or university.

Complexity/Scope of Work
- The work consists of related clerical duties. Frequent interruptions contribute to the complexity of the position.
- The purpose of this position is to provide support for the operations of the department. Successful performance contributes to the efficiency and effectiveness of those operations.
Physical Demands/Work Environment
Occasionally
- Ascending or descending ladders, stairs, scaffolding, ramps, poles, etc.
- Moving to accomplish tasks or moving from one worksite to another.
- Working in noisy environments.
- Light work that includes carrying objects up to 20 pounds.
Constantly
- Remaining in a stationary position, often standing or sitting for prolonged periods.
- Communicating with others to exchange information.
- Repeating motions that may include the use of wrists, hands, and/or fingers.
- Assessing the accuracy, neatness, and thoroughness of the work assigned.

- Must possess a valid and current Texas Driver's License or a Texas Identification card. *
- The Webb County Drug and Alcohol Policy applies to this position. Pre-employment drug and alcohol testing, a Motor Vehicle Record (MVR) check, and a criminal background check are required.
- This position is covered by Civil Service; therefore, is subject to the Civil Service Rules and Regulations in addition to all other Webb County policies.
