Job Description

Job Summary:

The CPM Assistant supports the county’s capital projects manager by assisting with the planning, coordination, administration, and close-out of facility construction, infrastructure construction and renovation projects. This role helps ensure that projects remain on schedule, within budget, compliant with policies and regulations, and aligned with County goals.

 

Key Responsibilities/Essential Functions:

  • Always strive to do the right thing.

  • Assist in the execution of capital projects from initiation through close-out: planning, design, bidding, construction, commissioning, and handover.
  • Support project budget tracking, cost controls, invoicing and payment processes, change order monitoring, and contract administration.
  • Coordinate with architects, engineers, contractors, consultants, internal departments and external agencies to facilitate project progress and communication.
  • Maintain project documentation: drawings, specifications, RFIs (Requests for Information), submittals, meeting minutes, schedules, status reports.
  • Monitor project schedules and milestones; identify delays or issues and assist in implementing corrective actions.
  • Help prepare project reports and updates for management, stakeholders, and the Board of Supervisors as needed.
  • Ensure compliance with relevant regulations, building codes, County procurement and contract policies, insurance requirements and safety standards.
  • Assist with project close-out activities: final inspections, punch-list completion, commissioning documentation, warranty tracking, final financial reconciliation, archiving of project records.
  • Support the development and maintenance of project management systems, templates, workflows and tools to promote consistency and efficiency in the Capital Projects Division.
  • Provide support for meetings: scheduling, agendas, minutes, follow-up items.
  • Visit construction sites to check progress, represent the County, gather information or take photographs; liaise with field staff to ensure alignment with project documents and County oversight.
  • Perform other related duties as assigned to support the Division and County’s project delivery goals.

 

Job Requirements:

  • Bachelor’s degree in Construction Management, Civil Engineering, Architecture, Project Management, Business Administration or related field — or equivalent combination of education and progressive experience.
  • Some experience (1–3 years) in construction project support, capital/facilities management, or public-sector project coordination preferred.
  • Proficiency with Microsoft Office (especially Excel, Word, PowerPoint), GIS and familiarity with project scheduling/management software (e.g., MS Project, Procore or equivalent) and document management tools.
  • Ability to read and understand construction drawings, specifications and contract documents is strongly preferred.
  • OSHA 10 Certification with preference to an OSHA 30 or higher
  • Strong communication (written and oral) and interpersonal skills; ability to interact with a variety of stakeholders (internal and external).
  • Experience managing LEED-certified projects; possession of a LEED accreditation is highly desirable.
  • Good organizational skills, attention to detail, ability to manage multiple tasks/projects simultaneously and meet deadlines.
  • Valid driver’s license (for site visits).
  • Familiarity with public procurement/contracting, building codes, permitting processes, and public-sector fiscal practices is a plus.
  • Must be capable of effectively serving as a substitute for the CPM when needed, including handling onsite coordination and overall project management responsibilities.

Physical Demands/Special Work Environment:

  • Primarily office-based, Monday to Friday, typical business hours, with regular travel to project sites (including outdoor environments, construction zones).
  • May require attendance at evening meetings or occasional site visits outside regular hours.
  • Some physical activity when visiting sites: walking construction areas, inspecting conditions and accessing job sites.
  • Constantly operates a computer, other office equipment. These tasks involve movement such as sketching, picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Substantial movements (motions) of the wrists, hands, and/or fingers.
  • Worker must be able to remain at workstation in a stationary position for up to 50% of the time.
  • The person in this position frequently communicates and exchanges information with public officials, design professionals, contractors, the general public and other County staff including the Economic Development Authority, to give and receive detailed instructions. Must be able to exchange accurate information in these situations. 
  • Must be able to observe, detect and/or identify the movement of vehicles, machines and people.
  • Frequently manually moves equipment and objects weighing up to 50 pounds across various types of terrain and obstacles.
  • Frequently works in outside environmental conditions, extreme cold, extreme heat, hazards and atmospheric conditions.
  • The person in this position frequently is required to traverse across uneven grounds,active construction sites, small spaces and wet, snow or ice covered surfaces.
  • Regularly ascends/descends stairways and occasionally ladders to access work areas and make inspections.
  • Frequently positions oneself low to ground or on ground to observe work and make inspections.
  • Requires accurate use and precise perception and judgement for: safe use of measuring devices; operation of machinery and equipment; operation of motor vehicles; inspecting work means, methods and product; and the general observation of surroundings and activities for the safey of indiviudals, staff and the general public.
  • Must have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading and taking pictures.
  • Occasionally moves about inside the office to attend meetings, access files and materials, office machines and to interact and meet with public officials, design professionals, contractors, the general public and other County staff.
