About the Department
Under general supervision, responsible for the development, maintenance and operation of technology services in order to support effective public service delivery. Services include technology planning, business applications support, GIS administration, network services and administration, security program management, desktop/mobile systems support, telephone systems support, and web services coordination; and perform other related duties as assigned.
Position Duties

- Supervises, directs, and evaluates assigned staff, address employee concerns and problems, directs work, counseling, disciplines, and completes employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; addresses questions; gives advice and direction as needed.
- Directs the City's enterprise information systems including IT governance, integrated infrastructure, and data integrity.
- Directs all City technology projects to ensure they meet the business needs of the City and fit into the current IT architecture.
- Develops, establishes, and implements goals and objectives that are consistent with the City’s strategies.
- Oversees all technology purchases; responsible for all cost containment efforts related to information technology.
- Prepares and manages the City’s technology budgets.
- Communicates and builds productive, professional and cordial relationships with technical and non-technical staff and internal as well as with external customers.
- Consults with City management and provides information technology recommendations.
- Determines enterprise wide information needs and develops overall strategies for system design, development, acquisition, and integration.
- Develops, implements, and monitors appropriate metrics.
- Stays current with technology advances, trends, and issues; evaluates risks, relevance, and usefulness.
- Perform other related duties as assigned.
- In-depth understanding of municipal or public sector operations, policies, and regulations.
Minimum Qualifications
Minimum Qualifications:
Bachelor's degree in computer science, information technology, public administration or related field and eight (8) years of experience including 3+ years in a Senior IT Leadership role.
Progressively responsible experience in information technology, software development, networking, programming, and communications; or any equivalent combination of training and experience.
Two (2) years of management experience is required
A valid State of Florida driver’s license is required.
Master's degree preferredDesirable Certifications:
Certified Government CIO (CGCIO)
Certified Information Systems Security Professional (CISSP)
Project Management Professional (PMP)
ITIL Certification

Knowledge, Skills, and Abilities
- Knowledge of contemporary computerized information systems technology including document storage & retrieval, imaging, computer software and hardware, data, video and voice communications equipment and systems, and sources of current information in the field.
- Knowledge of database design, SQL programming language, client/server technology, systems analysis and design.
- Knowledge of computer system development methodology.
- Skills in management including leadership, supervisory skills, management control, problem analysis and decision-making, planning and organizing, interpersonal sensitivity, adaptability/flexibility, stress tolerance and time management.

- Physical Standards Required to Perform Essential Job Duties:
Work is performed primarily in an office setting subject to frequent interruptions and includes remaining stationary for extended periods of time. May be exposed to highly stressful situations and individuals who are irate or hostile; may be subject to long hours due to attendance at City Council and Committee meetings and other responsibilities required at this executive level. Flexibility to work evening and weekend hours and occasional overnight travel to conferences and training sessions required. This is a sedentary position with minimal physical exertion requirements.
