Job Description

Strategy

  • Formulation and implementation of policies and strategies for the Training Centre to support
    organizational growth and excellence.
  • Design and implementation of procedures and systems for training and development aligned
    with HR strategy and international best practices.
  • Develop functional capabilities through annual learning and development plans, including
    leadership and technical programs tailored to job needs.
  • Development of professional growth frameworks by assessing competencies and capability
    levels through behavioral and technical assessments.
  • Creation of strategic partnerships with external training centers and institutions to enhance
    program quality and reach.
  • Work in Centre-wide restructuring and reorganization initiatives to ensure alignment with
    evolving business priorities.

Operations

  • Oversee Implement scholarship, graduate, and summer training programs to support early
    talent pipelines.
  • Oversee execution of training and development programs, ensuring operational efficiency
    and adherence to approved plans.
  • Supervise the execution of individual performance evaluation processes in line with Dubai
    Government HR policies and internal procedures.
  • Manage the logistical arrangements and operational support for training courses and learning
    programs.
  • Direct the implementation of new employee induction programs to ensure consistent
    onboarding experiences.
  • Oversee Training Centre Functions and ensure optimal utilization of resources and assets
    across RTA.

Product / Process Improvement

  • Evaluate all training programs and providers, preparing detailed performance and impact
    reports for continuous improvement.
  • Recommend enhancements to training content, delivery methods, and evaluation tools based
    on feedback and learning analytics.
  • Coordinate with internal stakeholders to implement improvements in professional
    development frameworks.

  • Bachelor’s degree/Master’s degree in HR
  • 9+ years in case of Master's degree (11+years in case of Bachelor's degree)
  • Expertise in assessment and talent pool development
  • Skilled in employee performance management and evaluation
  • Ability to create and manage individual development plans (IDPs)
  • Experience in digital learning platform administration and optimization
  • Proficiency in learning strategy design and implementation
  • Capability to conduct market research and benchmarking for talent practices
  • Strong project management skills with effective delivery oversight
  • Competence in ROI assessment of talent and training programs
  • Experience in managing end-to-end training programs
  • Knowledge of talent strategy formulation and workforce planning
  • Ability to perform training needs analysis (TNA)
  • Skilled in training operations and learning center management
