Job Description

About the Department

As part of Eau Claire County’s Community Outreach Team, the Community Outreach Impact Analyst is responsible for overseeing and analyzing the effectiveness of the Department of Human Services Outreach team including how that team supports homeless services and programs within the community. This position plays a crucial role in improving outcomes for individuals experiencing homelessness by tracking key performance indicators, conducting data analysis, and providing strategic insight to ensure the community’s resources are being used efficiently and effectively. The coordinator will collaborate with local government agencies, service providers, and advocacy groups to guide decisions, policies, and program improvements.

Position Duties

  • Collect, compile, and analyze data related to homelessness trends, service utilization, and program outcomes.
  • Conduct regular assessments to measure the impact of community initiatives aimed at reducing homelessness and supporting individuals with mental health and substance abuse needs in the Eau Claire community.
  • Prepare detailed reports and presentations that summarize findings and provide actionable insights to community partners.
  • Lead the evaluation process for community homelessness collaboration, tracking key performance metrics and outcome indicators.
  • Ensure that program evaluations are based on sound data methodologies and lead to evidence-based recommendations.
  • Identify areas of improvement and work with the Eau Claire County Outreach team and local partners to implement changes to enhance service delivery.
  • Coordinate with local government agencies, nonprofits, and community organizations to share data, resources, and strategies.
  • Collaborate to develop and maintain a county-wide performance dashboard using data visualization tools.
  • Provide analytical support for grant writing and reporting, ensuring that all documentation meets funding requirements and performance standards.
  • Identify trends and forecast future needs based on analysis of demographic, utilization, and system-level service data.
  • Provide data and insights to inform local policies and advocacy efforts ensuring responsiveness to community needs.
  • Stay up to date on best practices, trends, and innovations in public-sector analytics and performance management.
  • Foster a culture of continuous improvement by introducing new tools, methodologies, performance frameworks, and evaluation practices to enhance program outcomes.
  • Maintain the Department of Human Services Coordinated Entry System and ensure compliance with applicable reporting standards, including familiarity with Homeless Management Information Systems (HMIS) and Continuum of Care requirements.
  • Perform additional duties as needed to support the mission, vision, and values of the Eau Claire Department of Human Services.

Minimum Qualifications

  • Bachelor’s degree in public administration, Public Policy, Data Analytics, Statistics, Public Health, Urban Planning, Social Work, Community Development, Epidemiology, or a related field.
  • Master’s degree in public administration (MPA), Public Health (MPH), Data Analytics, Urban Planning, Social Policy, Epidemiology or related field preferred.
  • At least 3–5 years of progressively responsible experience in program evaluation, performance management, data analysis, or project management, ideally within homelessness services, human services, public health, or community development.
  • Demonstrated experience working with local government agencies, nonprofit organizations, or community-based initiatives.
  • Experience supporting or leading evaluation efforts tied to homelessness systems, coordinated entry, mental health, substance use services, or other social service delivery systems.
  • Experience with grant-funded programs, including performance reporting, compliance documentation, and outcome measurement.
  • Appointment will be conditional upon successful completion of a credit check, criminal and caregiver background checks.
  • Commitment to equity, data-informed decision making, and community-centered service delivery.
  • Knowledge of homelessness systems, mental health needs, substance abuse issues, and evidence-based service delivery models.

Other Qualifications

  • Advanced proficiency in Microsoft Excel, including pivot tables, advanced formulas, data cleaning, and trend analysis.
  • Working knowledge of SQL or similar database querying tools for extracting and managing large datasets.
  • Experience with data visualization and dashboard platforms such as Power BI, Tableau, or similar tools.
  • Familiarity with statistical software such as R, SPSS, or Python for applied analytics (preferred).
     Experience with Homeless Management Information Systems (HMIS) and Coordinated Entry systems.
  • Ability to develop key performance indicators (KPIs), performance measurement frameworks, and outcome tracking systems.
  • Strong analytical skills, with demonstrated ability to work with complex datasets and translate findings into meaningful, actionable insights.
  • Excellent written and verbal communication skills, with demonstrated ability to present complex data to diverse audiences including leadership, elected officials, and community partners.
  • Strong organizational and project management skills with the ability to manage multiple initiatives simultaneously.

Paid Time Off (PTO): Accrual is based on years of service with the County, starting at 6.4 hours accruing each pay period (20.8 days per year), with the maximum accrual rate of 35.75 days per year.
