About the Department

The Clerk of the Circuit Court and Comptroller serves Leon County residents by supporting court operations, processing and recording judicial orders, and safeguarding public records and funds.

Starting Salary Notice: 
 Initial appointments are typically made at or near the minimum of the approved pay range, consistent with budget authorization and internal equity.
Position Overview:
The Human Resources Generalist performs professional human resources work supporting organizational operations by administering employment programs, interpreting policies, advising supervisors, and ensuring consistent application of employment practices across the organization.
The position exercises independent judgment in recruitment, onboarding, employee relations support, policy application, and operational HR processes while coordinating assigned HR initiatives and supporting organizational compliance efforts.




POSITION PURPOSE


The Court Director oversees and administers court operational functions for the division, ensuring compliance, operational consistency, and effective service delivery across all assigned court operational areas. The position establishes operational priorities, coordinates division-wide workflow practices, and advises executive leadership regarding court operational matters.


SERVICE & PROFESSIONAL CONDUCT STANDARD


Employees are expected to provide professional, timely, and accurate service to both internal and external customers. All duties must be performed with courtesy, cooperation, and respect while supporting the effective operation of the Clerk’s Office and the administration of justice.

Position Duties

  • This position performs management and administrative functions overseeing multiple operational sections and supervisory staff.
  • The position ensures operational compliance with statutes, court rules, administrative orders, and established procedures but does not interpret legal rulings or determine legal outcomes.
  • The Court Director establishes operational standards, evaluates performance of functional areas, and implements division-wide operational direction.

CORE FUNCTIONAL AREAS


Division Operations Administration

  • Directs and oversees multiple court operational areas and ensures effective service delivery.
  • Establishes workflow priorities and operational expectations.


Policy & Compliance Management

  • Implements operational policies and ensures alignment with statutory and judicial requirements.
  • Evaluates operational impact of procedural or legislative changes and coordinates implementation.


Leadership & Organizational Oversight

  • Supervises management staff and oversees performance management processes.
  • Advises Chief Deputy Clerk on operational needs, staffing, and workflow considerations.


External Coordination & Representation

  • Serves as liaison with judiciary, justice partners, and external agencies regarding operational matters.
  • Represents the Clerk’s Office, with the Chief Deputy Clerk’s approval, in operational and interagency discussions.

FUNCTIONAL ASSIGNMENT & CROSS TRAINING


  • Assignments may vary based on operational needs, staffing levels, workflow distribution, and management direction. The Court Director oversees functions across assigned operational areas and ensure continuity of operations through staff coordination, cross-functional support, and workload balancing.
  • Cross-training may occur to support service continuity and operational efficiency; however, cross-trained duties are performed only when assigned and within established procedures and authorized access levels.
  • Assignment or rotation of responsibilities does not change classification, compensation status, or primary role responsibilities.




Minimum Qualifications

KNOWLEDGE, SKILLS, AND ABILITIES


Foundational Knowledge

  • Knowledge of court operational processes, administrative practices, and organizational management principles.


Functional Skills

  • Ability to direct division-wide operations and evaluate organizational performance.
  • Ability to implement operational strategies and monitor compliance with established procedures.


Communication & Professional Skills

  • Ability to communicate professionally with executive leadership, judiciary, external partners, and staff.


Analytical & Judgement Skills

  • Ability to evaluate operational needs, interpret policies, and determine appropriate administrative action within established authority.


WORK ENVIRONMENT & PHYSICAL REQUIREMENTS


Work is performed in courtroom and/or administrative office environments depending on assignment. The position may require prolonged sitting, standing, walking, and repetitive hand movements consistent with office and courtroom operations. The employee may interact with individuals who are emotional, upset, or confrontational and must maintain professionalism at all times. The position may occasionally require lifting, carrying, or moving materials weighing up to approximately 20–25 pounds based on assignment and operational needs. The position may require schedule flexibility to support operational coverage and staff supervision, including early mornings, evenings, weekends, or extended hours during periods of increased workload or special operational needs. 

Other Qualifications

  • Bachelor’s degree in Business Administration, Public Administration, Management, or related field.
  • Experience in court administration, governmental operations, or organizational management including leadership responsibilities. 
  • Equivalent combinations of education, training, and experience may be considered.


PREFERRED QUALIFICATIONS


  • Experience directing multiple operational units or programs.
  • Supervisory or leadership experience.
  • Experience establishing operational procedures, performance standards, or organizational initiatives.
  • Advanced degree in Business Administration, Public Administration, Management, or related field.
