Responsible work in the supervision of skilled and semi-skilled employees engaged in the maintenance, construction, and repair of the Utility’s wastewater collection system. Facilitates the development of public trust and confidence in the City and its Utility.



This position is considered an "Essential Position" for the purpose of Emergency Management.  Emergency duties will be assigned as needed.   This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials.

Position Duties

The following duties are illustrative for this position.  The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. 

  • Keeps the mission, vision, and values of the City of Port St. Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
  • Assigns, supervises, and participates in the work of individuals engaged in the various maintenance, construction, and repair activities including, but not limited to wastewater utility mains, residential sewer services, grinder systems, gravity sewer systems, manholes, and lift stations. 
  • Establishes or adjusts work procedures to meet schedules using knowledge of the capabilities of workers and equipment. 
  • May be required to operate heavy equipment in the performance of the jobs.
  • May be required to work on a crew, if needed.
  • Makes inspections to ascertain working conditions, materials needed, and other information relative to the project.
  • Analyzes and resolves work problems or assists workers in solving problems.
  • Maintains time and material records and provides monthly reports to division supervisor.
  • May require being on the twenty-four (24) hour emergency on-call schedule.
  • Other duties as may be assigned.


SUPERVISORY RESPONSIBILITIES

May oversee the work of non-supervisory employees. Carries out responsibilities in accordance with the City’s policies and applicable laws. Responsibilities may include training employees; planning, assigning, and directing work; addressing complaints and resolving problems.


THIS POSITION REQUIRES SHIFT WORK, SCHEDULED/UNSCHEDULED OVERTIME, INCLUDING EVENINGS, WEEKENDS AND HOLIDAYS AND/OR IMMEDIATE RESPONSE TO EMERGENCY CONDITIONS.

EDUCATION AND/OR EXPERIENCE

Graduation from an accredited high school or possession of an acceptable equivalency diploma required. Two (2) years of experience in utility sewer systems maintenance and construction required. 


CERTIFICATES, LICENSES, REGISTRATIONS

  • Possession of a valid Class 'A' Florida Commercial Driver’s License (CDL) is required. 
  • Possession of valid driver’s license and maintenance of clean driving record required with the ability to obtain a valid Florida driver’s license within 30 days from date of hire. 


KNOWLEDGE, SKILLS, & ABILITIES 

  • Knowledge of safe work techniques and practices used in minor line construction.
  • Knowledge of the methods and procedures used in public utility construction and maintenance.
  • Knowledge of the effective operation and use of heavy and light maintenance and construction equipment.
  • Knowledge of effective supervisory techniques.
  • Knowledge of safety rules and safe operating procedures.
  • Knowledge of routine grounds keeping maintenance.
  • Knowledge of tools and equipment required to perform duties (mower, weed-eater, lopper, chain saw, etc.)
  • Ability to focus on the positive in every situation.
  • Ability to model respect for individuals, teams, and the organization.
  • Ability to stay centered when challenged.
  • Ability to establish and maintain the trust and confidence of the department and public. 
  • Ability to plan and assign the work of individuals engaged in a variety of maintenance and construction work.

While performing the duties of this job, the employee is regularly required to sit, talk, hear, and use hands to finger, handle, or feel. The employee is frequently required to walk and reach with hands and arms. The employee is occasionally required to stand and stoop, kneel, and crouch, work in close, confined spaces, and work overhead on ladders and platforms. The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, and ability to adjust focus.

Steel-toe or composite-toe shoes are mandatory. 


WORK ENVIRONMENT

While performing the duties of this job, the employee is regularly exposed to outside weather conditions that may be adverse and extreme (heat, humidity, cold, rain, etc.). The employee is frequently exposed to noise, dust, fumes, airborne particles, uneven surfaces, heights, and stressful situations. The employee works with hazardous power tools and is exposed to heights up to 30 feet.  

The noise level in the work environment is usually moderate to loud.
