Job Summary
CRISP Shared Services (CSS) provides technology and People Ops infrastructure support for the Connecticut state-wide health information exchange (HIE), Connie, a 501c3 established through state statute in 2019. Connie’s mission is to enhance the health and well-being of Connecticut residents through the provision of health information technology services. Connie supports clinical decision-making, keeps patient medical health information confidential and secure, and advances the state’s public health goals. The Data Analyst supports Connie’s mission by improving the quality, reliability, and usability of health data across participating organizations. This role plays a critical part in data quality improvement initiatives and is responsible for developing and maintaining SQL queries in Databricks to fulfill internal and external research data requests.
The Data Analyst has a strong analytical mindset, experience working with healthcare data, and the ability to translate complex data requirements into accurate, well-documented queries while ensuring compliance with all privacy and security regulations.

Data Quality Improvement
- Monitor, analyze, and report on data quality issues across HIE data feeds (e.g., completeness, validity, and accuracy) – Using Microsoft Power BI, Microsoft Excel, and PIQXL Gateway.
Partner with technical teams, data providers, and internal stakeholders to identify root causes of data quality issues and develop interventions for corrective action. - Use statistical process control to establish performance expectations, identify data quality issues, and track intervention effectiveness.
- Develop data quality metrics, dashboards, and recurring reports to track improvements over time.
- Conduct Post-Go-Live reviews of data quality for newly onboarded organizations.
- Validate data transformations and ensure adherence to established data standards.
Data Support
- Translate research and stakeholder requirements into reproducible and auditable query logic.
- Write, optimize, and maintain complex SQL queries to support approved research and ad hoc data requests.
- Perform data extractions and aggregations while ensuring compliance with HIPAA and applicable data use agreements.
- Document query logic, assumptions, and data limitations to support transparency and reproducibility.
- Collaborate with researchers and internal analytics staff to refine cohort definitions and analytic approaches.
Reporting & Analysis
- Produce ad hoc and scheduled analyses to support operational, clinical, quality, and research use cases.
- Perform exploratory data analysis to identify trends, anomalies, and opportunities for improvement.
- Validate analysis results through cross-checks and peer review to ensure accuracy.
- Evaluate and test emerging AI and machine learning tools to support data analysis, data quality improvement, and operational workflows. Partner with technical and analytics teams to pilot implementations, assess model performance and reliability, and document results, limitations, and recommendations in alignment with organizational governance and compliance standards.
Compliance & Governance
- Follow data governance policies, privacy rules, and security procedures when handling sensitive health information.
- Assist with audits and documentation related to data use, access, and quality.

Preferred Qualifications
- Knowledge of healthcare data standards (e.g., HL7, ICD-10, CPT, LOINC, SNOMED).
- Familiarity with quality improvement disciplines (e.g., Lean, Six Sigma, Robust Process Improvement, Donabedian Model) and tools (e.g., control charts, process mapping, and FMEA).
- Experience supporting research or population health analytics.
- Knowledge of HIPAA, data use agreements, and healthcare data governance practices.
Experience and/or Education Requirements
- Bachelor’s degree in Data Analytics, Statistics, Computer Science, Health Informatics, Public Health, or a related field.
- 4+ years of experience working as a data analyst, preferably in healthcare, public health, or an HIE environment.
- Strong attention to detail and commitment to data accuracy and quality.
- Proficiency in SQL and experience analyzing large, complex datasets. Ability to develop multi-step data transformations using SQL, Python, Spark, dataframes, temporary tables, or similar analytical techniques.
- Experience analyzing large, complex datasets using Microsoft Excel.
- Hands-on experience working with Microsoft Power BI or other data visualization applications.
- Experience with project management and leading cross-functional project teams.
- Ability to communicate technical findings clearly to both technical and non-technical audiences.
Summary
Compensation and Benefits Package
- Targeted base salary: 90k - 105k per year, based on experience and qualifications, plus benefits and bonuses
- Benefits include the following but are not limited to health, dental, vision, life and disability insurance. CSS also has a 403(b) plan with discretionary employer match and contributions. You will be eligible for 20 days of Paid Time Off per year (accrued in accordance with CSS’s policies). PTO is in addition to 8 company designated holidays. If you are not PTO eligible, you may be eligible for applicable state and/or local sick and safe leave in accordance with the provisions of any applicable state and/or local sick and safe leave laws.
