Class Summary:
This class is the first of three levels in the Executive Leadership series. This is a broad classification encompassing incumbents responsible for the executive management of NHA-wide administrative functions of significant scope and complexity. The Deputy Chief Operating Officer (DCOO) provides executive-level leadership and operational oversight for the Navajo Housing Authority’s Maintenance Division and Housing Management Division, ensuring safe, high-quality, and sustainable housing operations that meet the needs of residents and communities served. This position is responsible for the effective management of housing assets, delivery of quality resident services, and full compliance with applicable federal, state, and local regulations.
The DCOO works closely with the Chief Operating Officer and executive leadership to align daily operations with the Housing Authority’s mission and strategic priorities. Incumbents at this level provide direct leadership to division directors and senior managers and exercise significant authority over the planning, coordination, and allocation of organizational resources to achieve operational effectiveness and service excellence.

Essential Duties:
- Direct and oversee executive leadership and operational oversight for the Maintenance Division and Housing Management Division to ensure efficient, effective, and compliant housing operations and conduct performance evaluations
- Directs Division Directors in the development, implementation, and monitoring of operational plans, performance goals, and service delivery standards.
- Leads resolution of complex operational issues and supports cross-divisional coordination to improve overall service delivery and outcomes.
- Ensures the delivery of safe, high-quality, and sustainable housing services across both the Maintenance and Housing Management Divisions.
- Ensures compliance with all applicable federal, state, and local housing regulations, policies, and reporting requirements.
- Monitors operational performance metrics, identifies service gaps, and implements corrective action strategies to improve efficiency and service outcomes.
- Provides leadership, mentorship, and professional development to Division Directors and senior management staff, promoting accountability and continuous improvement.
- Oversees allocation and effective use of organizational resources, including staffing, budgets, contracts, and operational funding.
- Collaborates with the Chief Operating Officer and executive leadership team on strategic planning, policy development, and organizational improvement initiatives.
- Represents the Housing Authority in meetings, stakeholder engagements, and external partnerships as assigned.
- Performs other duties of a similar nature or level.
Training and Experience:
- Bachelor’s degree from an accredited college or university in public administration, business administration, construction management, or related field; and seven years of progressively responsible experience in housing management and operations; five years in senior leadership or executive management role; or an equivalent combination of education and experience necessary to perform the essential responsibilities of the assigned position.
Licensing Requirements:
- Valid Driver’s License
Knowledge:
- NAHASDA and IHBG funding rules and requirements;
- Managerial principles;
- HUD housing programs and reporting rules;
- Federal grant compliance and audit requirements (2 CFR Part 200);
- Housing operations such as leasing, occupancy, rent collection, and eligibility;
- Program development and administration principles and practices;
- Advanced principles and practices in assigned area of responsibility;
- Applicable Federal, State, and local laws, rules, regulations, codes, and/or statutes;
- Budgeting principles;
- Strategic planning principles;
- Policy and procedure development practices;
- Performance tracking, reporting, and basic data analysis;
- Computers and related software applications.

Physical Requirements:
Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
