DEPUTY DIRECTOR OF FINANCIAL SERVICES
SUMMARY DESCRIPTION
| To organize, direct and coordinate the activities of the Financial Services Division including the preparation and maintenance of financial and statistical records, fiscal and budgetary planning and reports, purchasing activities and information technology; to coordinate Financial Services activities with other divisions and departments; and to provide highly complex staff assistance to the Director of Financial Services. |
DISTINGUISHING CHARACTERISTICS
| The Deputy Director level recognizes positions that provide full line and functional management responsibility for a division within a department. The Deputy Director of Financial Services operates with a great deal of independence and discretion. |
SUPERVISION RECEIVED AND EXERCISED
| Receives administrative direction from the Director of Financial Services. Exercises direct supervision over supervisory, professional and technical personnel. |
EXAMPLES OF DUTIES - The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Develop and implement divisional goals, objectives, policies and procedures.
- Plan, organize and direct Financial Services activities including the preparation of financial and statistical reports, budget planning, purchasing and information technology.
- Direct, oversee and participate in the development of the Financial Services Division work plan including the assignment, monitoring and review of work activities, projects and programs.
- Prepare the Financial Services Division budget and assist in budget implementation and administration including the forecast of additional funds needed for staffing, equipment, materials and supplies.
- Recommend the appointment of personnel and provide staff training, conduct performance evaluations and implement discipline procedures as required to maintain high standards necessary for the efficient and professional operations of the department.
- Prepare a variety of detailed accounting, statistical and narrative reports as required by the Agency.
- Establish procedures and practices as they pertain to deposits and cash handling within the Agency.
- Establish, monitor, and update as required, procedures and policies for accounting and purchasing methods and controls.
- Perform treasury operations including debt and cash management, banking, financial planning and forecasting and develop policies to ensure the safety of deposit and security of all Agency monies and securities.
- Supervises, trains, and reviews the general accounting and purchasing activities of the Agency including the maintenance of general ledgers and related subsidiary records.
- Maintain banking relationships and recommend banking alternatives, as required.
- Design data input control procedures and computer processing instructions for accounting personnel.
- Assist in the preparation of the annual budget for presentation to the Board of Directors.
- Schedule and coordinate annual audit, including the preparation of financial statements and footnotes.
- Develop format for financial reports required by the Board of Directors, General Manager, and department managers.
- Participate in the development and implementation of capital borrowing strategies.
- Ensure compliance with pertinent local, state and federal laws, codes and regulations, including GASB.
- Perform Agency debt administration to ensure compliance with debt covenants.
- Prepare monthly, quarterly, and annual financial reports as required.
- Ensure timely filing of all reports as may be necessary for administration and/or required by government documents and invoices.
- Develop purchasing regulations and procedures, including bid process and maintenance, and service contract development.
- Work with financial advisors, underwriters and bond counsel.
- Identify funding sources and coordinate grant and loan applications.
- Coordinate department and division activities with other departments and outside agencies.
- May plan, develop, implement and administer the cash management and investment program.
- Build and maintain positive working relationships with co-workers, other Agency employees and the public using principles of good customer service.
- Represent the division and department to outside agencies and organizations and participate in outside community and professional groups and committees.
- Research and prepare technical and administrative reports and prepare written correspondence.
- Perform related duties as assigned.

Experience and Education–Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
| Five years of increasingly responsible experience in public sector finance and budget administration, including two years of supervisory responsibility. |
Education:
| Equivalent to a Bachelor’s degree from an accredited college or university in Accounting, Finance Economics or related field. |
License or Certificate:
| Possession and maintenance of a valid California driver’s license and acceptable driving record. Vacation leave ranges from 12 days per year to 25 days per year depending upon the bargaining unit and years of service.
Holidays
Thirteen holidays, three of which are floating, are provided each year. Floating holiday hours are pro-rated for new hires based on time left in the year after hire.

Twelve days of sick leave are provided each year with unlimited accrual.
Management Leave

The Agency's current monthly contribution towards the premium is:

Dental Insurance
Dental coverage is provided for employees and dependents through Delta Dental, with the employee premium fully paid by the Agency.
Vision Insurance
Vision coverage is provided for employees and dependents through Vision Service Plan, with the employee premium fully paid by the Agency.
Life Insurance
Term life insurance in an amount equal to twice the employee’s annual salary is provided by the Agency, with a maximum coverage amount of $400,000. Additional coverage may be purchased.
Disability Insurance
Long-term disability insurance is provided to employees providing a benefit of 66.67% of gross monthly earnings (following a 90-day waiting period).
Deferred Compensation
Two deferred compensation programs are offered (CalPERS and Empower) allowing employees to save and invest through pre-tax or post-tax payroll deductions.
Flexible Spending Account
PCWA employees are able to set aside money on a tax-free basis to pay for certain medical, dental, vision, or dependent care expenses not covered under the Agency’s insurance plans.
Public Employees Retirement System (CalPERS)
New Members: 2.0% @ 62; employee pays 50% of "normal cost," as determined by CalPERS. As of July 1, 2023, that amount equals 7.50%.
Classic Members: 2.7% @ 55, single highest year; employee pays 8.0% of their salary towards the employee's retirement contribution.
Social Security
The Agency does participate in Social Security.
