Position Duties

  • Provide Strategic Leadership to Guide Positive Organizational and Community Outcomes.
    1. Promotes effective communication and collaboration within and outside the organization.
    2. Oversees and establishes minimum training and performance standards and safety practices. This includes development and facilitation of an annual training plan that supports maintenance of all required credentialing.
    3. Coordinates quality assurance program/practices to ensure the department is meeting the city’s expectations, the community’s needs and industry best practices.
    4. Direct development, review, and enforcement of department policies to ensure compliance with federal, state, and local regulations.
    5. Oversees and facilitates the department Cadet Program.
    6. Supervises and directs staff assigned to facilitate training and professional standards duties. This includes the onboarding and academy process for new hires.
    7. Ensures submission of applications and documentation for credentialing and reimbursements.
    8. Serves as the acting fire chief in the absence of the fire chief.
    9. Performs other duties as assigned by the fire chief.  
    10. Completes assigned projects and tasks within established deadlines.
  • Oversee Department Personnel, Policies, and Safety.
    1. Assists and advises employees in the operations of the department.
    2. Investigates and responds to complaints and inquiries.
    3. Ensures compliance with City and department policies, guidelines and practices.
    4. Serve as liaison with the department Medical Director to support protocol development, quality assurance, documentation of variance use, and evidence-based clinical practice improvements.
    5. Direct EMS Quality Improvement (QI) and Quality Assurance (QA) programs, including case review, data analysis, corrective action planning, and performance benchmarking.
    6. Monitor credentialing, licensure, and continuing education compliance for all EMS and fire personnel.
    7. Oversee controlled substance management, documentation integrity, and infection control programs.
    8. Ensure compliance with HIPAA, state EMS statutes, and risk management requirements.
  • Analytics & Performance Management 
    1. Stays current on developments in the fire industry, including industry standards and best practices.
    2. Oversees collection and reporting of EMS and fire response data, including NEMSIS reporting compliance.
    3. Utilizes performance dashboards and analytics to identify trends, reduce liability exposure, and improve clinical outcomes.
    4. Prepares executive reports and presents findings to leadership and governing boards.
  • Provide Emergency Response to Our Community.
    1. Responds to emergencies, performing industry and department standard knowledge, skills and abilities that include EMS, fire, rescue, investigation, prevention, education, code enforcement, and command functions. This is expected during normal work hours and off-hours callback.
    2. Coordinates fire department operations with other city departments and outside jurisdictions to ensure proper communication and effective provision of fire, rescue, prevention and EMS services.
    3. Due to limited staffing and specialized expertise, off-duty response and consultation are expected.
  • Interagency & Community Relations
    1. Serve as primary liaison to regional EMS councils, hospitals, public health agencies, response partners, and joint fire academy.
    2. Represent the department in regional planning committees and mutual aid coordination.
    3. Support community risk reduction initiatives, public education campaigns, and EMS outreach programs.

Minimum Qualifications

Minimum Qualifications

  • Bachelor’s degree in Fire Science, Public Administration or Business Management, or equivalent.  
  • Requires seven years of experience as a firefighter, with a minimum of five years of experience as a Captain or two years as a Battalion Chief or higher by time of hire.
  • Must be nationally registered EMT, Firefighter II, Hazardous Material Operations, and Fire Officer I certified by Minnesota Fire Service Certification Board or equivalent.
  • Certification in NIMS IS-100, IS-200, IS-700, IS-800. 
  • Fire Inspector I certified by Minnesota Fire Service Certification Board or equivalent within 1-year of hire.
  • Certification in Blue Card Local Hazard Zone Management within 1-year of hire.
  • Blue Card Instructor within 1-year of hire.
  • ICS 300-400 certified within 2 years of hire.
  • Must have an excellent driving record and valid MN driver’s license.
  • Must be able to pass annual firefighter medical physical, physical ability, and mask fitting as requested to be a certified firefighter with the Eagan Fire Department.

The physical demands listed are representative of those that may be met by an employee to successfully perform the essential functions of this position. 

  • Excellent driving skills. 
  • Step up into/on truck with a maximum height of 30". 
  • Reach up to the maximum of 88" and 36" deep. 
  • Climb the back and on the top of the fire truck and balance self along a 15" span. 
  • Climb several flights of stairs and 35' to 45' ladders. 
  • Balance self while handling weighted equipment in a burning and smoke-filled structure. 
  • Lift or carry equipment from floor to overhead. 
  • Kneel/crouch balanced without support. 
  • Crawl about on hands and knees with weight on your back. 
  • Push/pull objects using total body movements (forces up to 18 pounds required for basic equipment). 
  • Walk long distances (over 100 yards at one time). 
  • Adequate grip strength with gloves to handle tools requiring torquing, pounding, and jerky motions with hands. 
  • Walk around with 55 pounds weighted gear and a variety of weighted equipment or an injured person. 
  • General mechanical ability/knowledge of engines. 
  • Visual acuity to read gauges. 
  • Auditory and comprehension skills to adequately hear and follow directions. 
  • Quick reflexes to respond to unanticipated incidents.

Working Conditions
  • FLSA exempt position. Typical work week is Monday through Friday; however, hours worked are usually more than 40 hours per week, including hours before and/or after the normal workday, including some evening meetings.
