DEFINITION:
Position is responsible for planning, directing and coordinating the care and maintenance of all municipal facilities, including buildings, grounds, parking facilities and related equipment.
ESSENTIAL FUNCTIONS:
- Oversees total care and maintenance of all municipal property, including schools, libraries, fields and grounds; oversees the care and maintenance of all equipment relating to municipal property, including vehicles, tools, lawnmowers, etc.; oversees the care and maintenance of all operating systems (e.g., plumbing, wiring, heating, cooling) related to municipal buildings and grounds.
- Prepares Central Services and Parking budgets annually and presents budgets to City Council; monitors and coordinates spending of budget for Northampton schools.
- Directs and coordinates all capital planning programs relating to municipal buildings and grounds; annually develops and presents to Capital Planning Committee a five year capital planning program; directs all long-range planning for specific renovations and/or additions to buildings and grounds; directs budget planning and fiscal management for all custodial, maintenance and equipment expenses, including vehicle and equipment servicing, repair, and purchase. Acts as Project Manager or coordinates work of Project Manager on all qualified capital projects.
- Monitors and centralizes purchasing and service contracting for all municipal buildings and grounds; serves as procurement officer for the Department; consolidates accounts for city-wide utility purchases and energy conservation programming.
- Initiates and supervises grant applications for School Building Authority, energy conservation, asbestos abatement, and other similar grant monies.
- Coordinates development and implementation of energy efficiency and renewable energy programs and projects with City’s energy officer.
- Coordinates City and school compliance with local, state and federal laws, regulations and policies regarding asbestos abatement, toxic waste storage and removal, bidding laws, and all fire, safety and building codes.
- Initiates space and long-term facility needs analyses for individual buildings and for the City as a whole.
- Coordinates with Department heads and school administrators in planning and providing regular custodial and maintenance work; establishes priorities for maintenance work; establishes and implements coordinated preventative maintenance program for all buildings, grounds, and equipment.
- Serves on Energy and Sustainability Commission, the Transportation and Parking Commission, and various building committees.
- Supervises, through subordinates, all custodial and maintenance personnel; coordinates all hiring efforts with appropriate hiring authority and makes final hiring decision; coordinates with school administrators/Department heads as required on personnel-related issues.
- Collaborates with the Climate Action & Project Administration (CAPA) Department on all city projects.
- Performs similar or related work as required.
SUPERVISION RECEIVED:
Under policy direction, exercises authority over major functional section of the municipality in conformance with general directives and objectives set forth by the governing body. Seeks counsel of governing body only on matters of policy adjustment or where required by law.
SUPERVISION EXERCISED:
The manager is accountable for the direction and success of programs accomplished through others. Responsible for analyzing program objectives, determining the various departmental work operations needed to achieve them, estimating the financial and staff resources required, allocating the available funds and staff, reporting periodically on the achievement and status of the program objective; and recommending new goals. The manager typically formulates or recommends program goals and develops plans for achieving short and long-range objectives; determines organizational structure, operating guidelines and work operations; formulates, prepares and defends budget and manpower requests and accounts for effective use of funds and staff provided; coordinates program efforts within the unit and with other departments; delegates authority to subordinate supervisors and holds them responsible for the performance of their unit's work; reviews work in terms of accomplishment of program objectives and progress reports, approves standards establishing quality and quantity of work; and assists or oversees the personnel function, including or effectively recommending hiring, training, and disciplining of employees.
JUDGMENT:
Guidelines, which may be in the form of administrative or organizational policies, general principles, legislation or directives that pertain to a specific department or functional area, only provide limited guidance for performing the work. Extensive judgment and ingenuity are required to develop new or adapt existing methods and approaches for accomplishing objectives or to deal with new or unusual requirements within the limits of the guidelines or policies. The employee is recognized as the department or functional area's authority in interpreting the guidelines, in determining how they should be applied, and in developing operating policies.
COMPLEXITY:
The work consists of employing many different concepts, theories, principles, techniques and practices relating to an administrative field. Assignments typically concern such matters as studying trends in the field for application to the work; assessing services and recommending improvements
NATURE AND PURPOSE OF CONTACTS:
Relationships are with co-workers, the public, professionals and with groups and/or individuals who have conflicting opinions or objectives, diverse points of view or differences where skillful negotiating and achieving compromise are required to secure support, concurrence and acceptance or compliance. The employee may represent to the public a functional area of the organization on matters of procedures or policy where perceptiveness is required to analyze circumstances in order to act appropriately.

The employee has regular access at the departmental level to a variety of sensitive and confidential information.
EDUCATION AND EXPERIENCE:
Bachelor’s degree in public administration, construction management, engineering, plant management or a related field and at least five to seven years’ experience, including supervisory experience, budget planning and project cost estimating experience, in a public administration, construction management or facilities management position, or any equivalent combination of education and experience, required.
Construction supervisor’s license and/or certification in facilities management preferred.
KNOWLEDGE, ABILITY, AND SKILLS:
Knowledge: Knowledge of public administration, facilities management; knowledge of federal and state laws regarding safety codes for public schools, including state building codes, fire codes, the Asbestos Hazard Emergency Response Act (AHERA) requirements for asbestos abatement, and Right to Know Law. Knowledge of general bidding laws of Massachusetts for procurement, compiling bid documents, design and construction work, including supervision of contractors and architects.
Abilities: Ability to direct and supervise the work of others. Ability to work effectively with outside contractors, other City departments, school administrators.
Skills: Interpersonal skills; computer skills, including skill with Microsoft Access and CAD.

The work is performed in an office environment.
PHYSICAL, MOTOR, AND VISUAL SKILLS:
Physical Skills: The work involves physical skills typical of an office environment, including sitting, standing, walking and stooping. May be required to lift objects such as files, boxes of papers, office supplies, and office equipment weighing up to 30 pounds.
Motor Skills: The work may require motor skills for activities such as moving objects, using office equipment, including but not limited to telephones, personal computers, handheld technology, and other office equipment.
Visual Skills: Essential position functions require ability to review documents for general understanding and analytical purposes and ability to climb ladder and access roofs to look at projects.
