Description

The City of Ottumwa is seeking an experienced Director of Finance to serve as the City’s Chief Financial Officer and senior leader over all financial operations. This position oversees accounting activities, fiscal management, treasury functions, budgeting, investments, financial reporting, tax and revenue administration, and financial controls. The Director provides strategic leadership to the Finance Department and ensures adherence to GAAP, GASB, and all applicable regulations.

 

This role requires a high level of judgment, professionalism, and discretion, with responsibility for managing confidential and sensitive financial information.

Requirements

Required Education & Experience
• Bachelor’s degree in Accounting, Finance, Business, Public Administration, or a related field
AND
• At least 5 years of professional experience in finance
OR
• An equivalent combination of education and experience that provides the necessary knowledge, skills, and abilities.
 
Licenses & Special Requirements
• Valid driver’s license
• Must be bondable
• Must live within Wapello County, Iowa
 
Required Skills & Abilities
• Strong knowledge of accounting, finance, business management, and economic principles
• Proficiency with arithmetic, algebra, geometry, and statistics
• Ability to analyze, interpret, and report financial data; create financial statements and statistical reports
• Experience monitoring budgets and applying GAAP and GASB standards
• Strong data collection, analysis, and forecasting skills
• Ability to maintain confidentiality and handle sensitive information
• Effective communication and interpersonal skills
• Ability to prioritize work, assign tasks, and lead a team
• Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and modern office procedures/equipment
