Job Description

Blue Cross and Blue Shield of Vermont is looking for a Director, Product Development, to join our Product Development team. This senior leader will be working with executive leadership, governance bodies, and as appropriate, Boards or committees, facilitating informed decision-making. COMPENSATION: The base salary range for this position is $135,000-160,000. Additional compensation opportunities and incentives will be detailed during the interview process. Please note that the range listed above is our good faith estimate of the hiring range for this role. If you are hired at Blue Cross and Blue Shield of Vermont, your final base salary compensation will be determined based on factors such as skills, competencies, education, experience, and internal equity across the current team. LOCATION: For employees in Vermont, Blue Cross has transitioned to a hybrid workplace where employees within a 50-mile radius of our Berlin, VT office work Tuesdays and Wednesdays in the office with flexibility to work remotely the rest of the week. This role can also be filled by a fully remote candidate.

Director, Product Development Responsibilities:

  • Senior Leader responsible for the strategy, design, evaluation, and continuous improvement of the organization's product portfolio across all market segments, commercial, senior, and ACA etc. 
  • Prepare and present product strategy updates, business cases, and performance results to executive leadership, governance bodies, and as appropriate, Boards or committees, facilitating informed decision-making.
  • Lead a team of product managers to rigorously assess existing products, drive enhancements, and develop new offering in response to evolving marker conditions, regulatory changes, and growth opportunities, ensuring products support the organization’s goals for growth, efficiency, client satisfaction, and member experience. 
  • Work cross-functionally and serve as a key partner and subject matter expert to senior leaders, helping shape product strategy in alignment with enterprise objectives. 
  • Foster a culture of innovation, collaboration, and continuous improvement within the product team and across cross-functional partners, promoting disciplined experimentation, learning, and scaling of successful solutions. 

Director, Product Development Qualifications:

  • Bachelor's degree in business, health administration, economics, actuarial science, public health, or a related field required; advanced degree (MBA, MHA, MPH, or related) preferred.
  • Minimum of seven to ten years of experience in health insurance or closely related health care roles, with significant responsibility for product management, product development, or related functions.
  • At least three years of experience in a leadership or people-management role, preferably overseeing product teams or cross-functional product initiatives.
  • Demonstrated track record of successfully launching or redesigning products that achieve growth, financial, and satisfaction goals in one or more of the identified market segments.
  • Experience working with or managing external vendors and solution partners in support of health plan products.
  • Proven ability to work effectively with senior leaders, boards, external partners, and government stakeholders in a complex, regulated environment.
