Job Description

Description

I.  Purpose of Job   
Under general supervision, the incumbent performs a variety of tasks related to emergency management and homeland security activities for Maury County.  Activities include grant management, Title VI compliance, maintaining continuing education records, and submitting all TEMA reporting as well as other duties. 


II. Essential Job Duties   
A. Emergency Response Functions 
• Collects initial disaster intelligence information, extracts the essential elements of the information to assist the Director in prioritizing the use of critical resources; prepares and submits situation reports to TEMA as directed by state procedures. 
• Serves as central point of contact to collect damage assessment information and the coordination of relief activities through the CLEO and the regional and state emergency operations center. 
• Assists with activities associated with mitigation, preparation for, response to, and recovery from any disaster or emergency. 
• Maintains data and related documentation pertaining to emergency response activities and prepares periodic reports when required.

B. Compliance Functions 
• Maintains logs and data for accurate reporting to ensure compliance with the National Incident Management System (NIMS) including the submission of all required reports. 
• Ensures compliance with the Tennessee Department of the Military audit requirements for Homeland Security purchases. 
• Remains current with all applicable codes, laws, rules, regulations, standards, policies and procedures pertaining to emergency management programs and homeland security to ensure departmental compliance. 
• Maintains all necessary documentation to ensure compliance with applicable laws and regulations including the Stafford Act, SARA Title III, OSHA 1910, and TCA laws pertaining to Emergency Management activities. 
C. Scheduling Functions 
• Schedules the activities of regional emergency response agency volunteers working for the Office of Emergency Management. 
• Assists with coordinating the daily operations of the Office of Emergency Management and the coordination of Local Emergency Planning committee meetings. Schedules meetings, maintains the office calendar, and coordinates the use of the EOC/Training facility. 
D. Education and Training Functions 
• Assists with providing safety-training programs for local agencies, schools, civic organizations, etc. by helping with scheduling, setup, attending and leading training when appropriate. 
• Attends workshops and other safety education programs to obtain current emergency response information and interact with state and regional emergency response officials. 
• Maintains certifications and training as required in the performance of the duties and responsibilities of the office and acquires additional training as offered by TEMA, Homeland Security or other entities. 
• Disseminates safety awareness and emergency response information to the public, schools, etc. 
E. Administrative Functions 
• Prepares and maintains purchase orders and requisitions and maintains all budgetary and spending records pertaining to rural fire departments when it involves the county budget. 
• Works with the IT Department to coordinate the use and procurement of computer and peripheral hardware including GIS mapping technology, network operations, crisis information management software, emergency operation databases, etc.   
• Assists the Logistics Chief with maintaining records of assets and other inventory records. 
• Performs research as needed, assists with applying for appropriate grant funding for emergency management and assumes responsibility for the coordination of grants including requests, specifications, bids, purchases, distribution, training, tracking and audits. 
• Maintains records of expenditures to monitor the departmental budget and ensure compliance with budgetary goals and objectives. 


III. Other Job Duties

Knowledge of acceptable office management practices and procedures, equipment, and secretarial techniques.  Knowledge of administrative functions to support the Emergency Management function for a county and/or municipality.

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.  Ability to write routine reports and correspondence.  Ability to speak effectively before groups of customers or employees of organization. 


Mathematical Skills:

VII. Physical Demands and Work Environment 
Physical Demands: Performance of the essential duties of this job requires the incumbent to:

• Regularly talk or hear. 
• Regularly lift up to 15 pounds. 


Work Environment:   
The work environment for this position is primarily an office environment and is moderately noisy (examples: business office with computers and printers, light traffic, etc.).

Education and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of a high school diploma or equivalent and 4 or more years of experience.

Summary

The Maury County Human Resources Department is accepting

EMA Administrative Assistant.

This is a full-time position grade 8, with a starting pay rate of $19.71 per hour.
