Job Overview

TMC Operator - Engineer Associate (TMC Operator) for the Traffic Management Center (TMC) responsible for monitoring traffic conditions, perform traffic engineering data analysis, incident/event management, field review of traffic operation issues, traffic signal timing and operations investigations and adjustment support. This position performs paraprofessional engineering related work involving the investigation, evaluation, assessment, asset management, planning, writing reports, coordinating work, or inspection of public infrastructure and systems. This position works under the supervision of a licensed Professional Engineer. Project management responsibility involves infrastructure projects.

Min $56,451.20 annually

Mid $77,646.40 annually

Duties and Responsibilities

Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.

  • This position will use and apply engineering tools available such as traffic analysis and modeling software, TSM&O performance monitoring platform, Signal Central Systems, signal performance measures (SPM) Platform, and other ATMS Applications.
  • Perform a mix of both field and office work task activities. Perform duties in the field including data collection, observations and making signal timing adjustments (from the office or at the field site).
  • Closely coordinate with other county personnel and stakeholder groups as needed for effective TMC Operation.
  • Interact professionally and proactively with citizens to address any traffic signal and arterial operation related concerns.
  • Meet service level targets and expectations in relation to Traffic Management while complying with signal safety and operations requirements.
  • Real-time monitoring and management of arterial performance using all available tools and applications- discovery of operational issues and proactive rectification of those issues.
  • Manage arterial operations in accordance with the Hillsborough County TMC Operations SOP.
  • Transmits event/incident information to appropriate agencies, departments and personnel.
  • Develop and implement appropriate signal operational adjustments using available tools and applications, under the guidance and supervision of TMC Operation Supervisor and TMC Engineer.
  • Detects and tracks equipment/application faults affecting arterial/TMC operations and coordinate with appropriate maintenance/repair team to resolve the issues.
  • Collaborates with TMC Operations Supervisor and TMC Engineer on complex signal operation plans and adjustments.
  • Follow County TMC Operations SOP, policies, procedures, Standards guidelines, and preferences.
  • Applies broad knowledge of principles and practices to the planning, design support, construction, assessment, asset management, and maintenance of multiple municipal projects, or portions of major projects; resolves conflicts and ensures compliance with permits and regulations; prepares and monitors scopes, budgets, and schedules to ensure timely completion of projects.
  • Provides engineering support by designing parts of projects, systems, components of processes, including project documents.
  • Drafts or revises plans and drawings utilizing computer-aided design tools.
  • Plans, research, and conduct environmental and mapping surveys; performs cost analysis and feasibility studies.
  • Assists with preparing contract drafts; evaluates contractor proposals and assists with review of proposals for professional engineering services.
  • Interacts with clients, customers, officials, contractors, and internal and external department personnel to ensure efficient flow of communication and service.
  • Analyzes and interprets data; formulates and solves problems; makes recommendations based on findings
  • Attends project meetings and presents specific aspects of engineering assignments, such as reporting whether assigned projects are on schedule and established within budget.

Job Specifications

  • Ability and willingness to work alternate work, shift schedules, and be “on-call” 24 hours/day.
  • Ability to coordinate real time activities and priorities.
  • Knowledge of local intersection controller operations, phasing, detection, infrastructure, arterial signal timing pattern development, implementation, and fine-tuning.
  • Knowledge of engineering methodologies and use of documentation platforms for project and technical documentation.
  • Knowledge of traffic management industry standards, characteristics and features.
  • Knowledge of standards and characteristics of traffic signals infrastructure.
  • Knowledge of the Manual of Uniform Traffic Control Devices; signals, signs, and markings and their proper applications and usage.
  • Skills to organize, prioritize and manage multiple complex projects and tasks to meet delivery dates.
  • Skills to develop, edit and present technical designs, diagrams, project plans and other technical reports.
  • Knowledge of fundamental engineering principles and practices for assigned functional area.
  • Knowledge of engineering design criteria, standards, and applicable permit requirements.
  • Knowledge of construction standards, methods, materials, and inspection techniques.
  • Knowledge of field testing, sampling, and investigative techniques, and procedures.
  • Knowledge of applicable federal, state, and local laws, ordinances, regulations, and policies.

Physical Requirements

  • Work is performed in the office and construction sites
  • Requires frequent standing, sitting, walking, and stooping.

Work Category

Light work - Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.

Preferred Qualifications

•    Minimum three (3) years of engineering, Intelligent Transportation System (ITS), or traffic signal experience.

•    Minimum one (1) year of Traffic Management Center (TMC) operations experience.

•    Minimum two (2) years of experience in traffic signal operation and traffic engineering principles.

•    Experience or knowledge of traffic management.

•    Proven ability to work independently

•    Experience with common development tools such as Synchro, Tru-Traffic, Excel, Word, traffic signal controller platforms, and ATMS platforms.

•    Level II, IMSA and/or ATSSA Signal Certification(s) within one (1) year of hire date.

•    Valid Florida driver's license.

•    FDOT Intermediate Temporary Traffic Control (TTC) Certification, or ability to obtain within 6 months

 

Minimum Qualifications Required

  • Bachelor’s degree from an accredited college or university with major in Engineering or bachelor’s degree from an accredited college or university with a major in an Engineering-related field; AND
  • Six years of planning, assessment, design, construction, inspection of public infrastructure projects, or modeling of water, wastewater, stormwater, or traffic systems; OR
  • An equivalent combination of education (not less than possession of a High School diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.

Employees in this classification that acquire the competencies and minimum qualifications for the next tier will be able to apply for promotional opportunities through a competitive selection process. Employees will not automatically be upgraded to the next tier. Reclassifying a position is based on business need and financial impact and is not based solely on the job competencies or qualifications of the incumbent.
