About the Department
Under general direction of the Public Works Director, The Engineering Manager is responsible for overseeing and managing engineering functions within the city's Public Works department. This includes project planning, design, and execution of routine infrastructure projects such as street paving, sidewalk construction, as well as capital improvement projects. The Engineering Manager ensures compliance with local, state, and federal regulations and supervises staff to help support these functions. This position will also oversee professional contracts and manage consultants to help deliver the City's engineering and infrastructure needs.
Position Duties
· Assign, direct, supervise, evaluate, and discipline personnel.
· Plan and oversee city infrastructure projects, including street paving, sidewalk construction, and capital improvement initiatives.
· Manage all engineering aspects of city projects, ensuring compliance with state and federal regulations.
· Serve as primary liaison for state and federally funded projects.
· Oversee compliance with accessibility standards by supervising the ADA Coordinator.
· Develop project cost estimates and funding projections for budget preparation.
· Oversee contract administration, project bidding, and contractor performance.
· Prepare and administer contracts for projects such as street paving, sidewalk, guardrail, and other special projects; direct and coordinate special projects as needed.
· Develop and manage long term asset management plans for pavement preservation and sidewalks including the attainment and management of asset condition data.
· Ensure proper documentation and reporting of all engineering and construction projects.
· Interpret and apply city ordinances, regulations, and policies pertaining to subdivisions, zoning, drainage systems, and other applicable areas.
· Provide technical expertise and recommendations to city leadership, other departments, and elected officials.
· Prepare and deliver presentations to city officials, stakeholders, and the public on project planning, status, and updates.
· Work collaboratively with other city departments, regulatory agencies, and external consultants.
· Oversee professional contracts and manage consultants to support the City's engineering and infrastructure needs.
· Oversee, organize, and coordinate operations and activities of the division; develop and implement long and short-term plans; develop, implement, and monitor operating and capital budgets.
· Recommend and assign capital improvement projects; review capital improvement projects.
· Make decisions on design, construction, and adequacy of the City’s infrastructure; determine compliance of construction work; identify needs and options for improvements.
· Oversee technical review of site plans, plats, and blueprints; oversee inspections of subdivisions and issuance of permits for work on City Rights-of-Way
· Coordinate planning, surveying, design, and construction of roadways and drainage systems, grading, and erosion control plans.
· Provide engineering management and guidance for construction work and other building projects; perform engineering land surveys; resolve problems involving easement plats and narratives.
· Provide information and assistance to developers, contractors, engineers, architects, and the general
public.
· Oversee the collection and analysis of civil engineering data; prepare studies and reports; prepare legal documents; write legal deeds.
· Provide staff support to the Planning Commission; assist in planning, coordinating, and conducting meetings.
· Understand, interpret, and apply all City ordinances, regulations, and policies.
· Other duties as assigned
Minimum Qualifications
EDUCATION REQUIREMENTS: Education requirements refers to job specific training and education required for entry into the position.
Requires bachelor’s degree in civil engineering or closely related field, from a college or university accredited by the Accrediting Board for Engineering and Technology (ABET).
LICENSES, CERTIFICATIONS, AND REGISTRATIONS REQUIRED: Licenses, certifications, and registrations refers to professional, state, or federal licenses, certifications, or registrations required to enter the position.
Requires valid Tennessee Driver’s License; Possession of an active Registered Professional Engineering License issued by the Tennessee State Board of Architects and Engineering Examiners is preferred, but hiring authority may consider candidates that are on the career path for such licensure.
EXPERIENCE REQUIREMENTS: Experience refers to the amount of work experience that is required for entry into the position that would result in reasonable expectation that the person can perform the tasks required by the position.
Six years of related experience is preferred. Advanced degrees may be taken into consideration for experience. Supervisory experience is also preferred.
