About the Department
This position is classified as safety-sensitive under the U.S. Department of Transportation drug and alcohol testing regulations and the Oklahoma Standards for Workplace Drug and Alcohol Testing Act. As a safety-sensitive employee, you are subject to drug and alcohol testing, including random testing. Marijuana is included in the testing panel. Possession of a medical marijuana card does not exempt an employee from testing requirements or disciplinary action for a positive result.
GENERAL DESCRIPTION OF POSTION
Under general supervision of the Assistant Parks and Recreation Director, this position performs administrative, supervisory and professional duties related to facility operations at the Yukon Community Center and the Jackie Cooper Gymnasium. This position also is responsible for development, planning and implementation of community based recreational programming at various Parks and Recreation sites. This position provides supervision of both full-time and part-time employees and is responsible for their job performance on a regular basis. This includes creating and monitoring schedules, providing professional development opportunities and trainings, and enforcing policies and procedures.
Employee is responsible for the coordination of facility operations to include building maintenance, custodial services, program registrations and facility scheduling. Employee will maintain accurate financial records and will follow proper money management procedures and cash handling processes.
Other tasks include attending evening/weekend special events and programs and participating in community activities, working with civic groups, school groups and school administrators. Must possess very good communication skills, great people skills and be willing to take direction.
The successful candidate will possess knowledge, skills and abilities, including principles and techniques of planning, administering, and coordinating a variety of recreational programs, activities and effective programming suitable for all ages. Needed skills include the ability to prepare and maintain reports, develop budgets, project cost estimates and write specifications for various equipment and supplies utilized within programs.
Position Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Conducts needs assessments to determine the needs and desires of the community as it relates to recreational activities.
- Manages and supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
- Develops, manages and provides oversight of a comprehensive recreation program and related youth and adult activities including community wide special events, sports leagues, homeschool classes, preschool programs, fitness programs & general recreation programs of all varieties, by working closely with parks and recreation staff.
- Generates administrative reports and reviews departmental policies and procedures and makes recommendations.
- Manages full and part time staff.
- Inspects equipment for condition and safety and assists with preventative maintenance of Center facilities and equipment to ensure safe operations
- Plans, teaches, creates and organizes recreational activities for all age groups.
- Responsible for all funds collected at the facilities, receipts and deposits.
- Oversees facility rental process.
- Conducts employee interviews and makes hiring recommendations.
- Assist in development and enforcement of policies and procedures.
- Supervises day-to-day operation of the Yukon Community Center and Jackie Cooper Gymnasium including program registration, building inspections, maintenance and repairs.
- Uses excellent customer service skills to establish and maintain effective working relationships with other employees, officials, schools, local businesses and all members of the general public.
- Opens and closes the facility, answers the phone, takes complaints and problems and uses best judgment in solving problems or directing to the proper department.
- Serves as a member of various community committees, as assigned.
- Performs other duties as assigned.
Minimum Qualifications
MINIMUM QUALIFICATIONS:
- 21 years of age or older
- Bachelor’s degree with a concentration in recreation, leisure studies or related field.
- 1-3 years of experience in recreation program administration and/or facility management or an equivalent combination of education and experience.
- Direct experience in providing supervision/management of a multi-use recreation and/or community center in a municipal setting.
- Certified Park and Recreation Professional (CPRP) Certification.

PHYSICAL AND WORKING CONDITIONS:
- Must be in good physical condition.
- Good vision to be able to watch for emergency situations in and around recreation facilities and programming areas.
- Work in variety of weather conditions including heat, rain, cold, and wind.
- Exposure to allergy causing agents.
- Subject to working in a confined area near others.
- Ability to withstand heat, wind, and direct sunlight for long periods of time.
- Subject to sitting, standing, walking, or using a telephone for extended periods of time.
- Exposed to intermittent or continued loud and insistent noises.
- Exposed to slippery and uneven surfaces.
- Must have strength to lift, push, pull or carry objects weighing 25 pounds or more.
- Mobility to frequently move one's body from place to place.
- Hearing and speech to communicate clearly and distinctly in English, by telephone and in person, within the confinement of a semi-noisy environment.
- Must possess a valid Oklahoma State DriverLicense
- Must pass post offer drug screen and post offer background check.
- Must be able to work mornings, afternoons, evenings, weekends, and holidays.

Accidental Death/Dismemberment & Life Insurance:
The City pays 100% of this benefit premium. Life insurance is your salary rounded
to the next $1,000. Short-term disability is also part of this benefit.
Birthday Check:
40 hours pay for the week and a day off for your birthday during the pay period.
CDL License Incentive:
$ 250.00 - $ 500.00 - Paid in September of each year.
College Degree Incentive:
Associates Degree - $ 800.00 Annually
Bachelors Degree - $ 1,400.00 Annually
Masters Degree - $ 2,000.00 Annually
Certification Pay* - $ 800.00 Annually
*City Manager Approval-must require CEU's to maintain.
Health/Dental Insurance:
The employer will pay 100% of full-time employees health and dental
coverage. You may add dependents to your health insurance at your
cost. Your benefits begin the 1st of the month after hire date.
Holidays:
General full-time employees receive 13 paid holidays per year. These are
to be taken as directed by City of Yukon policy.
Longevity:
Full-time employees - $16.00 per month after your 4th year of service,
Retirement:
General employees - The City has a Defined Contribution Plan. The employee
must contribute 5% per check to this plan and for 2025-2026 the City will contribute
17.36% per pay check toward your retirement. The vesting period is 7 years.
This deduction starts the 1st of the month after 90 days.
Share the Savings:
If you choose not to cover you and/or your dependent(s) on the City's insurance,
we will compensate you. (must have eligible dependents with proof of other
coverage) General employees - $ 235.00 per quarter.
Sick Leave:
General employees earn 8 hours per month.
You are not eligible to use earned leave until you have completed 6 continuous
months of employment.
Vacation Leave:
General employees earn 8 hours per month the first 9 years of employment.
You are not eligible to use earned leave until you have completed 6 continuous
months of employment.
Water License Incentive:
$ 25.00 - $ 100.00 - Paid in March of each year.
NOTE: We require mandatory direct deposit of payroll funds. Your banking arrangements must be in place prior to your hire date.
