Job Description

SUMMARY OF POSITION

 

Field Supervisors supervise, monitor and provide coaching, instruction and training to an assigned group of bus operators and controllers engaged in direct delivery of safe, reliable and efficient transportation services. Incumbents monitor bus operator performance in the field, research customer complaints and comments and investigate accidents involving Agency buses.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Plans, organizes and evaluates the work of assigned staff; participates in developing and imple­menting plans, processes, procedures and policies applicable to assigned operations; coordinates with other supervisors to address and resolve operational problems and issues to meet performance standards; monitors operations to identify problems and issues requiring department study and resolution.
  2. Supervises and monitors the work of bus operators; verifies scheduled assignments; monitors and evaluates operator performance in the field in executing assigned routes and schedules; provides onboard inspections to validate vehicles are in conformance with Agency policies and standards; evaluates operator performance as it relates to safety; provides onboard bus/van training and spot inspections and safety evaluations; recommends additional operator training and disciplinary action if warranted; recommends changes to stops and equipment to improve passenger safety.
  3. Performs line checks to validate its on-time performance of routes; plans detours and temporary stops to provide safe and efficient routes with limited service disruption.
  4. Researches and resolves or recommends the resolution of customer complaints; may directly respond to customer complaints or inquiries, by telephone and in writing, with sensitivity to the public relations aspects of the situation.
  5. Ensures staff conformance with Agency rules and regulations, including the Drug and Alcohol Policy, as well provisions of labor contracts and agreements; participates in the resolution of employee concerns and grievances; makes standard interpretations of labor contract provisions to supervisors and/or staff; evaluates employee attendance, performance and other issues; makes recommendations on discipline as required.
  6. Prepares and maintains department records and reports, including daily supervisor logs and system performance statistics; assists in the maintenance of credentials and licensing documents.

OTHER DUTIES

  1. Conducts behind-the-wheel training for operators and training for new Field Operation Super­visors  and controllers as needed. 
  2. Uses two-way radio equipment to provide advice and assistance to operators on how to handle difficult, sensitive or potentially dangerous situations as they arise; responds to covert and overt on-board alarms; assists operators with mechanical difficulties.
  3. Operates Agency equipment for the purpose of operator training or in emergency situations.
  4. Assists in performing controller services as needed.

SUPERVISION RECEIVED/EXERCISED

This incumbent reports directly to the Senior Supervisor. 

QUALIFICATIONS

      Knowledge of:

  1. Federal, state and local laws and regulations governing public transit system operations and safety.
  2. Agency policies, procedures, practices and standards for the operation of a bus or other Agency vehicle.
  3. ADA regulations applicable to public transit systems.
  4. Agency bus routes and schedules.
  5. Agency procedures for dispatching and the operation and use of two-way radio equipment.
  6. Safety rules and regulations, safe work and operational practices and applicable safety equip­ment.
  7. Uses of computers and standard business software.
  8. Principles and practices of business communication.
  9. Principles and practices of supervision.
  10. Agency human resources policies and labor contract provisions.

Ability to:

  1. Supervise, coordinate and evaluate assigned areas of the Agency’s transit opera­tions.
  2. Understand, interpret, explain and apply federal, state and local law and regulations governing the operations and safety compliance of a bus fleet.
  3. Analyze operational problems, evaluate alternatives and make sound decisions or recommen­dations on effective courses of action.
  4. Evaluate bus operator performance and recommend or provide appropriate training in the safe operation of buses in accordance with Agency policies, procedures and standards.
  5. Communicate effectively orally and in writing.
  6. Prepare clear, concise and comprehensive reports, correspondence and other written materials.
  7. Exercise sound independent judgment and initiative within general policy guidelines. 
  1. Use tact, discretion and diplomacy in dealing with sensitive situations and concerned people and customers.
  1. Establish and maintain effective working relationships with all levels of Agency management, staff, governmental and law enforcement officials, union representatives, customers, the public and others encountered in the course of work.

Education: 

High school diploma or G.E.D. equivalent; college coursework in public or business administration highly desired.

Licensure: 

A California Class B driver’s license with passenger endorsement or the ability to obtain a California Class B driver’s license, a California Class C driver’s license and the ability to maintain insurability under the Agency’s insurance policy.

Training: 

At least four years of increasingly responsible office, admin­istrative, customer service or related experience providing familiarity with public transit and/or supervision; or an equivalent combination of training and experience.
