Job Description

About the Department

Under occasional supervision, performs a variety of duties in the maintenance and review of financial records in accordance with established procedures, policies, and generally accepted accounting principles.

Position Duties

  • Performs a variety of general accounting duties, including but not limited to reviewing and auditing revenue and expense reports, analyzing and auditing monthly reports, analyzing general ledger accounts, preparing and posting various journal entries, analyzing receipts and disbursements, maintaining and reconciling various accounts, journalizing transactions, etc.
  • Participates in Monthly Tax Council meetings.
  • Responsible for the monthly balancing of the Tax Receivables – Real, Personal, Vehicle, Road Fee, Stormwater.
  • Responsible for daily Auditor general ledger import.
  • Responsible for making sure Debt payments are made, entails sending invoice to Treasurer’s office to initiate wire. 
  • Responsible for tracking lease payments and recording corresponding journal entries.
  • Responsible for monthly reconciliation and posting activity for the MCBP statements.
  • Responsible for completing schedules and statistical tables for ACFR.
  • Responsible for recording tax accruals and uncollectable at year end.
  • Responsible for FILOT billings based on SCDOR Certification of Manufacturing Properties.
  • Responsible for Millage test to make sure tax notices are calculated correctly.
  • Performs related duties as may be required.
  • Thorough knowledge of principals, practices, theories, and terminology of accounting, auditing, budgeting, financial management, policies, and procedures. 
  • Ability to analyze and interpret financial data, records, and reports; excellent excel and computer skills with strong attention to detail; organizational and time management skills; ability to work with numbers accurately. 
  • Requires ability to exercise discretion and independent judgment on a regular basis. 
  • Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines. 
  • Ability to operate in a sensitive work environment requiring confidentiality and discretion.

Minimum Qualifications

Requires Bachelor’s Degree in accounting/finance or related field, and three (3) to five (5) years of progressively responsible management experience in governmental accounting and financial planning and administration or any equivalent combination of training and experience which provides the required skills, knowledge, and ability. Must be available for in person interview. Must complete an Excel test
