Job Description
Savvee Inc. is seeking a Financial Analyst to support our federal client in a hybrid environment located in Washington, D.C. The ideal candidate will support enterprise program management operations by leading financial planning, budget analysis, and procurement tracking activities across the portfolio. The candidate will be responsible for overseeing spending plans, performing financial analysis, and ensuring accurate reconciliation and reporting across the full program lifecycle. The position enables data-driven financial decision-making, improves transparency into program funding and procurement activities, and ensures compliance with federal financial management standards.

ESSENTIAL FUNCTIONS

• Developing and maintaining annual spend plans based on program and project data, ensuring alignment with portfolio priorities.
• Performing monthly financial analysis, including budget forecasting, procurement status tracking, and financial reporting.
• Monitoring execution of program funding and providing analysis on burn rates, variances, and funding allocations.
• Coordinating with program managers, acquisition staff, and financial teams to ensure alignment between budgets, procurement actions, and program execution.
• Reconciling financial data across internal tracking tools and departmental systems of record, ensuring accuracy and consistency.
• Tracking procurement-related financial activity, including obligations, expenditures, and funding availability.
• Supporting fiscal year financial planning activities, including budget formulation and funding strategy development.
• Participating in financial integrity reviews and support audit and compliance activities.
• Developing financial reports, dashboards, and briefing materials to support leadership decision-making.
• Supporting preparation and coordination of financial documentation through approval and review cycles.
• Performing data analysis using financial tools and datasets to identify trends, risks, and opportunities.
• Supporting EPMO tool development and improvement activities, including user testing, test case development, and validation of financial data within systems.
• Ensuring timely, accurate, and compliant tracking of financial activities across the program lifecycle.
• Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client.
• Demonstrating a commitment to quality and customer support.

REQUIRED EDUCATION AND TRAINING

• Master’s degree in Financial Management, Business Administration, or a related field

MINIMUM EXPERIENCE AND SKILLS REQUIRED

• Four or more years of experience in financial analysis, budgeting, or business analysis within a federal environment
• Experience developing and managing program or project-level spend plans
• Experience performing budget forecasting, financial reporting, and data analysis
• Experience supporting procurement tracking, funding alignment, and financial reconciliation activities
• Proven experience supporting or working within a federal PMO or EPMO environment
• Proficiency with financial tools and data analysis platforms, including Excel and Power BI
• Experience working with large datasets and performing data transformation or analysis (e.g., ETL concepts)
• Strong attention to detail and accuracy in financial analysis and reporting
• Strong analytical and problem-solving skills
• Excellent written communication skills, including ability to support document review and approval processes
Ability to communicate complex financial information to non-financial stakeholders
• Ability to work effectively in a fast-paced and dynamic environment
• Must have the ability to obtain the client’s Public Trust clearance
• Proven familiarity with Artificial Intelligence (AI) concepts and responsible use of AI-assisted tools
• Excellent written and verbal communication skills
• A highly motivated self-starter
• Must be motivated and have excellent customer service skills

DESIRED BUT NOT REQUIRED QUALIFICATIONS

• Experience supporting large-scale federal portfolios or multi-program environments
• Experience developing financial dashboards or advanced reporting solutions (e.g., Power BI)
• Familiarity with federal financial systems and procurement tracking tools
• Experience supporting audit, compliance, or financial reviews
• Experience supporting integrated program management environments combining cost, schedule, and performance data
