DEFINITION: Under direction, performs professional financial analysis work; assists with fiscal and strategic analysis; performs analysis, design and implementation of official procedures, processes and systems and performs financial and accounting audits.  

 

DISTINGUISHING CHARACTERISTICS The incumbents within this classification may be assigned work in various areas such as payroll, procurement of goods and services, compliance of contracts and internal court policies and procedures with Judicial Branch Contracting Law. Fiscal Analyst responsibilities involve complex and technical Payroll Administration; Procurement of a wide variety of goods and services; ensuring compliance of Judicial Branch Contracting Law; Internal Auditing of court policies and procedures in compliance with judicial branch and government requirements;

Grants Accounting including budgeting, financial reporting, and grants claims reimbursement; and other related fiscal administration duties.

 

The Fiscal Analyst series is a journey level series.  The Fiscal Analyst I is the entry level of the series.  The Fiscal Analyst II is the experienced level of the series and performs more difficult and complex work.  The Fiscal Analyst III is the highest level of the series and performs the most difficult, complex and specialized work.

 

The Fiscal Analyst is considered Confidential in which the incumbent is privy to decisions of Court management affecting employer-employee relations.

 


Typical Tasks


REPRESENTATIVE DUTIES:  The information below is meant to serve as samples of job duties and responsibilities for this classification.  This list is neither inclusive nor exclusive, but indicative of several types of duties performed.

 

Typical tasks:

  • Processes and reconciles all payroll for the court;
  • Processes state and federal quarterly and annual reporting forms and documents;
  • Resolves complex issues related to analysis of state and federal guidelines for pre-post tax payroll earnings, and other payroll related issues;
  • Maintains database information for payroll processing and reporting;
  • Researches sources of goods and services and prepares requests for proposal/quotations;
  • Prepares purchase orders for goods and services based on requisitions and court needs;
  • Recommends use of and maintains computer database of inventory levels and purchasing activities;
  • Performs procurement planning, solicitation and evaluation of proposals;
  • Performs court-wide audits of processes and procedures for compliance with the Judicial Council of California, Financial Policies & Procedures Manual and other financial related  regulations;
  • Conducts training of court staff on compliance requirements;
  • Makes recommendations to upper management on compliance changes and policies;
  • Writes procedures related to financial compliance for the court;
  • Prepares grant claims and reporting for submission to the Judicial Council and grantors;
  • Prepares grants budget to actual financial reporting and analysis for presentation to upper management;
  • Compiles request for proposal information for grant applications at the local, state, and federal level.
  • Reviews bi-weekly labor coding to ensure charges to grants are in compliance with grantor approved functions; 
  • Assists in compiling of work papers as required for court general fund, special revenue funds, and grant funded audits; 
  • Compiles and analyzes financial, budgetary, revenue, expenditure, payroll data, grants, statistics and other information;
  • Plans, organizes, and conducts administrative studies;
  • Prepares correspondence and other written materials;
  • Assists in the development and implementation of department or division goals and objectives;
  • Maintains confidentiality of information;
  • Perform other duties as assigned.


Minimum Qualifications


MINIMUM QUALIFICATIONS:

Education:    Bachelor’s degree in public or business administration, finance, or closely related field from an accredited college or university.

AND

Experience:  

 

Level I:           Two (2) years of technical administrative experience in one or more operational and/or administrative areas such as fiscal, budgets, accounting, cost analysis, and/or human resources.

 

Level II:          Three (3) years of experience equivalent to that gained as a Fiscal Analyst I with Fresno Superior Court.

 

Level III:         Five (5) years of combined experience equivalent to that gained as a Fiscal Analyst I and Fiscal Analyst II with Fresno Superior Court.  

 

OR

 

Any combination of relevant experience and/or education that would demonstrate that the individual possesses the necessary knowledge, skills and abilities listed above as determined by the Court Executive Officer.

 

License:         Possession of valid Class “C” California Driver’s License or the ability to travel between Court locations as assigned.

  • Interpretation of MOUs and contracts;
  • Court policies and procedures; pertinent laws, rules, and goals; awareness of the objectives of the Court; 
  • Modern office practices and procedures and filing systems; computer applications including Excel, Word, Outlook.

  • Accomplish job assignments independently; 
  • Learn new work processes and procedures and deal effectively with other departments as well as the public.

The Fresno Superior Court participates in the Fresno County Employees Retirement Association (FCERA). Placement in Benefit Tier I or Tier V is contingent upon a candidate's recent employment circumstances. Additionally, FCERA has reciprocity with several California public retirement systems. Vacation/Sick:
Paid Time Off (PTO) is initially accrued at the rate of approximately 20 days per year based on being on a continuous paid status; pro-rated for hours worked. Accrual rate increases based on length of service.
