Job Description

About the Department

Under general supervision of the GIS Supervisor. Collects, develops and delivers field survey and geospatial information to support the operation of the County’s Esri Enterprise Geographic Information System (GIS), responsible for maintaining street and address data for use with the County’s Next Generation 911 (NG911) system for use by the County’s Regional Emergency Communications Center.

Position Duties

  • Measures roads; determines addresses; generates field paperwork and data; verifies and enters collected data into various databases; verifies, installs or replaces address signs, posts and numbers, utilizes electronic distance measuring devices, GPS collection devices, and Laser Range Finders to collect various physical features such as roads, driveways, structures, fire hydrants and other items required to update the County’s NG911 system and to support other County departments with their data collection as needed.
  • Utilizes Microsoft Windows 365 and associated software to prepare monthly reports, correspondence and other documents. Assists with review of GPS, GIS and other tabular data. 
  • Utilizes Esri’s ArcPro GIS software for editing NG911and other GIS datasets; performs GIS edits, both spatial and tabular, in a connected (in the office) and disconnected (in the field) versioned database environments; utilizes existing procedures to create, update and maintain NG911and other GIS datasets and applications; assists with the update and enhancement of such procedures, and proposes and implements new procedures as needed. 
  • Performs field collection and/or validation of address information to update the NG911 addressing database or other County GIS databases.  
  • Prepares and delivers information through various methods (including in person, phone, email, and USPS mail) to support NG911 addressing, including address assignments, address changes, road name petitions, correspondence, and associated mapping products. 
  • Performs research of plats, deeds and other resources to resolve property access disputes and complete addressing information.
  • Assists the public and other County staff with GIS data requirements, permit applications and address verifications. repairs digital and/or hard copy cartographic products including appropriate metadata; operates plotters, scanners, printers, and other production devices.
  • Provides excellent customer service by responding promptly to requests in person and in writing; assists property owners in understanding Ordinance requirements and providing clear and concise direction; demonstrates professionalism and courtesy in interactions with internal staff, external customers and agencies.
  • Performs monthly County GIS Division vehicle inspections and schedules maintenance as needed.
  • Maintains inventory of field supplies, tools, and equipment; initiates procurement and manages delivery of supplies.
  • Must complete all training as designated or assigned. 
  • Performs other duties as directed or assigned.

 Knowledge / Skills:            
  • Knowledge of Trimble GPS devices, post-processing software.; the Santa Fe County area; and survey related calculations.
  • Knowledge of computerized data compilation, conversion techniques, graphic presentation and production techniques, cartographic principles; general surveying principles and practices; geographic information systems (GIS), and database design, creation and maintenance.
  • Knowledge of Microsoft Office Suite of programs and applications.
  • Skill in reading and interpreting maps, plats, deeds and legal descriptions; operate mapping-grade GPS equipment and various power and manual tools and equipment.
  • Ability to correctly utilize digital data capture tools such as GPS data collectors and laser range finders.
  • Ability to correctly use Esri ArcGIS software in a connected and disconnected versioned database editing environments.
  • Ability to follow verbal and written instructions, independently plan and organize work; manage time and meet deadlines, present information clearly and concisely, verbally and in writing. 
  • Ability to establish and maintain effective working relationships with fellow employees, other County departments, elected officials, tribal and city governments, public utilities representatives and the public; function effectively independently and in a team environment; complete work with accuracy and attention to detail. 

Minimum Qualifications

  • High school diploma or GED.
  • One (1) year of experience in Geographic data collection, GIS/GPS, engineering, surveying, computer aided drafting (CAD), database editing, and electronic distance measuring devices is preferred.

Working Conditions:

Work is performed in both an office setting and outdoors in varied weather conditions, with exposure to dust, fumes, airborne particles, and allergens.  Occasional travel and overtime work may be required. May be required to travel.  While performing the duties of this job, the employee regularly is required to stand, walk, and sit, reach with hands or arms, climb or balance; stoop, kneel, crouch, or crawl; and talk or hear. Clarity of vision at long and short distance is required. The employee is occasionally required to lift up to 50 pounds with equipment or assistance. Work may involve high risk or potentially dangerous situations; exposure to excessive noise; or working near hazardous moving equipment or machinery.  Work may require the use of protective clothing, equipment, devices, or materials. May be subject to random drug screening.

Conditions of Employment:

Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of their duties.
