Job Description

POSITION SUMMARY


The GIS Program Manager is an information systems manager working to plan and coordinate activities and operations of the GIS applications for the County.  The employee coordinates activities with other departments, outside agencies and the general public to improve efficiency and effectiveness of County operations.  The employee provides highly responsible and complex staff assistance to all County GIS application users.

Plans, coordinates, organizes and directs the technical systems operations and maintenance of the GIS, which serves several County departments and other agencies in the area.  Responsibilities include staff supervision, hardware and software support to the system and its users, troubleshooting and resolving problems, installation of hardware and software and coordinating user needs and services.

WHAT YOU WILL DO


  • Exercises direct, first-level supervision of positions, employees, operations and activities. Includes coordinating staff training, assigning and reviewing work, participating in the interview and selection process, making recommendations impacting pay, status and disciplinary action, evaluating performance independently or in conjunction with a higher level supervisor/manager and approving time off and approving staff timesheets.  
  • Participates in the development and implementation of departmental goals and objectives with the department director, including project prioritization and classification of strategic, tactical, maintenance or other GIS projects.
  • Analyzes business processes and user requirements to document project scope.
  • Identifies, reviews with the director, and implements opportunities for improving service delivery methods and procedures.
  • Evaluates and investigates prospective solutions, including hardware, software, training and maintenance.
  • Identifies and assesses risks, problems and other issues, participating in the identification, documentation and communication of solutions. 
  • Plans and coordinates the implementation of new GIS systems or enhancements to existing GIS systems. 
  • Conducts and oversees quality assurance procedures on all data used in GIS application programs.  Monitors information for accuracy and recommends changes or improvements to data entry personnel.
  • Manages GIS data conversion/automation projects and databases; establishes and maintains data security and integrity procedures.
  • Coordinates GIS functions with other County departments, divisions and outside agencies and organizations.
  • Works with department director and staff to ensure end user needs are met, constructing appropriate user interfaces to improve technical workflow processes when necessary.
  • Oversees training of GIS users, maintaining user documentation for all GIS applications.
  • Conducts needs assessments for GIS applications and hardware.
  • Conducts funding procurement from grant and/or other sources.
  • Coordinates the importation of media from developers and other external sources; develops procedures to ensure efficient transfer and use of external information; interacts with private companies, agencies and the general public in the dissemination of information.  
  • Attends and participates in professional groups, staying abreast of new trends and innovations in the field of GIS.
  • Provides project management for GIS related project and their associated resources.  
  • Communicates project objectives, plans and status to all members of project teams and the department director.
  • Keeps abreast of technical advancements and innovations in the field.
  • Ensures compliance with county information access policies.
  • Maintains operating records and completes administrative reports. 
  • Provides computer support to other County users as requested. Participates in work project groups as technical resource and leader. Trains GIS users.
  • Assists in furthering the County’s Economic Development efforts utilizing GIS technology when appropriate.
  • Assists in coordination of County’s geographic information needs during and prior to natural and/or man-made disasters.
  • Develops and implements necessary geographic components of mitigation, response and recovery plans for natural and man-made emergencies in conjunction with Emergency Management administration.
  • Performs other duties as appropriate or necessary for performance of the job. 


WHAT YOU HAVE


EDUCATION:

  • Bachelor’s Degree  in Computer Information Systems, Spatial Information Management Systems, Geography or related field required
NOTE: Fifteen years of demonstrated experience can be substituted for the education requirement.

EXPERIENCE:

  • Minimum of ten years experience in an information systems environment, including computer programming and systems analysis, design, integration and implementation required
  • Experience in GIS systems integration and demonstrated ability to manage complex projects required

LICENSES/CERTIFICATES:

  • Geographic Information Systems Professional Certification or other technical certifications preferred

NOTE: For preferred qualifications, the substitution of any combination of relevant and related education, training, and/or experience that provides the required knowledge, skills, and ability may be considered, including by way of example, specific experience or skill-based qualifications that may substitute for certain educational requirements, or a combination of relevant education and experience including supervisory experience.

  • When a holiday falls on a Saturday, Friday will be celebrated as the County holiday

  • Early releases are at the discretion of the Elected Official or Department Director and may vary based on the operational needs of their offices/departments.
  • All time off work taken by County employees for the days designated as Early Release shall be considered holiday time off for purposes "worked time" in determining Overtime in accordance with the Fair Labor Standards Act (FLSA).
  • If an employee is absent the day preceding or following the holiday without prior approval, the employee will not be paid for the holiday
  • The following time off types will not contribute to the daily or weekly overtime calculation: Unpaid Days Off, Unpaid Personal Days, and Unpaid Early Release Days.
  • Any employee that is required to work by their supervisor on a designated Unpaid Day Off,
    a designated Unpaid Personal Day or during a designated Unpaid Early Release period shall be paid for work required and performed during such days and periods.
  • No employee may work during an Unpaid Day Off, an Unpaid Personal Day, or during an Unpaid Early Release period without the express authorization of their supervisor. This Resolution contemplates and authorizes supervisors to direct work during Unpaid Days Off, Unpaid Personal Days, or Unpaid Early Release Periods for community safety and County government essential activities such as snow removal, social worker visits for child welfare and other family emergencies, response to emergency calls by facilities and fleet employees, and required court appearances by County employees.
  • For weeks in which an Unpaid Day Off or an Unpaid Early Release takes place, County Exempt employees are designated as Non-Exempt employees under the Fair Labor Standards Act. Those employees so designated will be required to clock in and out of work via email to their Director for all days worked during weeks that include an Unpaid Day Off.
  • No employees shall be permitted to work over 40 hours during a week that includes an Unpaid Day Off or an Unpaid Early Release without the express written authorization of their Director or Elected Official.

DEPARTMENTS SCHEDULED TO WORK ON HOLIDAYS
Due to operational requirements, some employees will be required to work on holidays. The employee must take the holiday by the end of the month following the holiday at a date approved by their Elected Official or Department Director

SICK LEAVE
Regular full-time employees accrue eight (8) hours per month with a maximum accrual of 960 hours.

VACATION LEAVE

  • Upon initial date of hire: earn eight (8) hours per month with a maximum accrual of 144 hours.
  • After 5 years: earn twelve (12) hours per month with a maximum accrual of 216 hours.
  • Ater 10 years: earn sixteen (16) hours per month with a maximum accrual of 288 hours.

RETIREMENT
All Regular Full-Time employees and Elected Officials are required to participate in the County Retirement Plan upon completion of one (1) month of continuous employment. A pre-tax deduction of 8.25% will be deducted from the employee's monthly pay.
