The National Rural Health Resource Center provides technical assistance, information, tools, and resources for the improvement of rural healthcare. The work that The Center does for rural communities is pivotal to the health of rural Americans and plays a significant role in keeping small rural hospitals open.
We are seeking a Grant and Contract Analyst to join our innovative and mission-driven team.
The Grant and Contract Analyst is responsible for managing the lifecycle of grant expenditures, organizational contracts, and sub-contract tracking. The role ensures all grant and contract funds are properly tracked, documented, and reconciled while adhering to strict regulatory compliance guidelines and internal financial controls and policies. The Grants Accountant works closely with finance, program staff, and external auditors to ensure fiscal accountability and maximize grant recovery for the Organization.
The Grant and Contract Analyst should have at least four years of professional experience in accounting, financial analysis, and related areas with a bachelor's degree in business administration, accounting, or a related area. An equivalent combination of education, training and experience will be considered. This person should possess effective verbal and written communication skills, excellent organizational skills and attention to detail.
Capable of significant independent decision-making and extensive knowledge of grant and contract principals and procedures required with experience working remotely with Microsoft Office, Teams, and Zoom Meetings or similar platform. Valid driver's license required.
Requirements
Essential Job Functions and Duties
Grants Analyst
- Develops and maintains tools and methods to track the spend-down of sub-contracts issued under federal grants.
- Monthly invoicing of all federal grant and contract activities. Ensure compliance with relevant regulations including Federal Uniform Cost Principles and contract terms.
- Monitor and track all grant and contract expenses. Meet monthly with directors and managers to review invoice expenses, budget to actual variances, and projected spending.
- Works closely with directors and managers responsible for grant and contract deliverables, to ensure timely spend-down of awards. This may include analysis of personal, sub-contract expenditures, and other expense projections.
- Conducts financial and statistical analyses as requested by grant programs by extracting, compiling, analyzing, and formatting data obtained from various database sources.
- Assist in the development of grant and contract budget proposals.
- Assist in the development of The Center’s organizational budget.
- Assist in the annual CPA financial statement audit and Federal single audit.
Contracts Analyst
- Prepare and administer contracts and purchase orders with specific vendors and funders
- Confirm that contractor information, contract terms, and contract disclosures are accurate and adhere to grant, federal, and state requirement, as applicable
- Work with Center program teams to ensure contract terms are correctly represented
- Complete initial, ongoing, and annual documentation of excluded parties checks
- Coordinate and send out for execution all agreements and contracts
- Create associated Purchase Order or Project in Intacct and attach all necessary information
- When using a vendor supplied contract, evaluate proposal for reasonableness and compliance
- Act as liaison between programs and contractors
- Conduct training for organizational staff on new processes and ongoing compliance.
- Draft, standardize, and execute key legal templates including Memorandums of Understanding, Letters of Agreement, Master Service Agreements, Mutual Nondisclosure Agreements, and other contracting documents.
- Work with Accounting Coordinator to provide oversight/management of contractor compliance.
Education and Experience
- An equivalent combination of education, training and experience will be considered.
- Bachelor's degree or equivalent experience in business administration, accounting, or a related area.
- Four years of professional experience in accounting, financial analysis, and related areas.
