Job Description

Location: Rapid City, SD

Job Summary: This position assists in overseeing the administration of all grant funds in support of the various departments within the City.
 
Essential Duties and Responsibilities:

  • Assists with the grants administration process as directed by the Grants Division Manager.
  • Works collaboratively with the Grants Division team, various internal city departments, and external partners to ensure grant compliance.
  • Assists with the implementation of programs including managing subrecipient and general reporting, developing and maintaining an organized document management system, and developing and tracking required documents.
  • Monitors the progress of grant programs to ensure grant deliverables are met; collect and maintain various agreements, subcontracts, and other program support documents.
  • Monitors and reviews local, state, and federal guidelines concerning all grant programs and ensures city compliance.
  • Ensures compliance with the City’s Uniform Grant policies and procedures in relation to grant application and management.
  • May assist with the negotiation of terms and conditions of awards and sub-awards which may also include changes in scope or request time extensions from funding sources in order to obtain contract amendments reflecting changes.
  • Aids in the development of requests for proposals, procurement documents, and/or other materials required to secure consultants and/or contractors to meet grant deliverables.
  • Assists in the research, preparation, analysis, and interpretation of data to ensure consistency with local, state, and federal governing agreements, statutes, rules, and regulations.
  • Collects data from departments to package and submit reimbursement requests and programmatic status reports for funding sources and monitors grant expenditures.
  • Required to train in various Federal and State reporting systems to submit program evaluations and request draw-down of funds based on completed benchmarks.
  • Maintains documentation of all expenditures and other information required for internal and State and Federal periodic audits.
  • Other duties as assigned to assist with the operations of the city.


Qualifications:

  • Experience working with multiple federal and state grants preferred.
  • Must demonstrate excellent oral, written, communication, and organizational skills.
  • Must be able to handle multiple projects simultaneously, and work effectively with people from inside or outside the city.
  • Bachelor’s degree in public administration, business, or a related field required.
  • Three years of experience in grants administration, project management, or related area required.

 
Work Environment:

  • Most work is performed indoors in an office where frequent interruptions will occur. 
  • While performing the duties of this job, the employee is regularly required to sit; use hands; talk and hear. The employee is occasionally required to stand; walk and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision.
