Purpose
The Health Project Supervisor–SRH oversees programs and
services within the Sexual and Reproductive Health (SRH) Division of the
Milwaukee Health Department (MHD), ensuring the delivery of high-quality,
equitable, and evidence-based SRH services to the community.

Essential Functions
SRH Clinic Operations
- Assist the SRH Director with planning, organizing,
coordinating, and directing all clinic operations and services related to
sexual and reproductive health. - Assume oversight relative to the quality of clinical
practices and service delivery. - Ensure adherence to program and policy changes and align
resources; use data to evaluate outcomes. - Serve as the MHD’s technical expert in the use of the
electronic health record system; train staff and perform audit utilization of
the electronic health record system to ensure record integrity. - Initiate and implement continuous quality improvements and
anticipate risk to enhance clinical services, appointment scheduling, provider
productivity, billing revenue, and nursing engagement - Oversee the operational aspects of the clinic operations at
Keenan Health Center and Southside Health Center by providing direct
supervision to a team of Public Health Nurses, Medical Assistants, and SRH
administrative staff. - Increase clinic visibility internally and externally.
- Ensure clinical practice integrity, such as respect,
sensitivity, privacy, and non-judgmental actions toward clients and staff. - Collaborate closely with the clinic’s Nurse Practitioners to
ensure comprehensive, high-quality client care, and appropriate clinical
follow-up. - Contribute to the development of standards and procedures
for evaluating services. - Implement clinical policies and protocols and documentation
of clinic processes with the help of the Nurse Practitioner, Nursing
Administrator, and Program Director.
Supervision
- Create and promote an adaptive and inclusive workforce.
- Supervise, assign, and schedule a multidisciplinary
professional, technical, and administrative staff to meet the needs of
providing services at Keenan Health Center, Southside Health Center, as well as
in the community; determine appropriate levels of staffing necessary to provide
services. - Provide orientation, teaching, coaching, mentoring, and
guidance to staff and nursing students to ensure safe practice and quality of
services. - Coordinate training and professional development activities
that reflect best practices in Sexually Transmitted Infection (STI) prevention,
treatment, and harm reduction. - Provide an objective evaluation of staff at intervals
required by Human Resources; recommend personnel actions, including discipline. - Conduct ongoing assessment of staff development needs to
maintain best practices in current public health and nursing practice. - Conduct interviews and make recommendations for hiring
candidates for a variety of positions. - Act as advisor/mentor and supervisor for clinical nursing
issues and concerns, escalating to NP or Director as needed.
Administration
- Providing information and reports to prepare for the annual
budget. - Work collaboratively with the Finance Team on matters of
billing, data analytics, and support services teams. - Manage administrative processes, including payroll, mileage,
and timecards, in an accurate and timely manner. - Monitor and support compliance with infection control,
clinical protocols, documentation standards, and public health reporting
requirements.
Compliance
- In conjunction with the Finance, Lab Operations, & HR,
ensure compliance with legislation and regulations related to health care
clinics. - Maintain current knowledge of professional licensing and
scope of practice requirements for clinical staff, ensuring that staff maintain
required licenses and credentials. - Provide leadership and follow up concerning incidents,
errors, and other patient service issues as needed. - Oversee appropriate action related to safety and emergency
preparedness. - Support compliance with all state and federal laws related
to clinical operation.

Conditions of Employment
- Required to file a Statement of Economic Interests in

to meet the needs of the position. Travel outside the City of Milwaukee for

Minimum Requirements
- Bachelor’s degree in nursing, public health, social work, health
administration, or a closely related degree from an accredited college or
university. - Two years of progressively responsible experience
coordinating public or community health programs; experience may include
community organizing or collaboration, health program planning, development,
implementation, and/or evaluation. - Valid driver's license and possession of a properly insured
vehicle for use on the job are required at the time of appointment and
throughout employment. Private auto allowance may be paid pursuant to Section
350-183 of the Milwaukee Code.
Equivalent combinations of education and experience may also
be considered; however, one year of experience coordinating public or community
health programs is required and cannot be substituted for education.

Desirable Qualifications
- Bilingual in Spanish, Hmong, or Russian
- Master’s degree in nursing, administrative leadership,
public health, or a closely related field from an accredited college or
university. - Experience in clinical oversight, sexually transmitted
infections (STIs) and human immunodeficiency virus (HIV) prevention, and
patient care.
Knowledge, Skills, Abilities & Other Characteristics
TECHNICAL
- Knowledge of public health, including principles related to sexual
and reproductive health. - Knowledge of best practices for coordinating public or
community health programs. - Knowledge of related community resources.
- Knowledge and ability to work with proprietary software used
by the MHD, including OCHIN Epic Electronic Health Records, the Wisconsin
Electronic Disease Surveillance System (WEDDS), and the Wisconsin Immunization
Registry (WIR). - Knowledge and ability to work with computer applications,
including the internet, spreadsheets, databases, presentations, and word
processing software. - Ability to read, analyze, and interpret general business
periodicals, professional journals, technical procedures, or government
regulations. - Skill in analyzing and evaluating data and information and
making appropriate recommendations. - Ability to track and monitor data and reports.
- Ability to assist in the creation and management of
programmatic budgets, grant proposals, and contracts.
SUPERVISON
- Knowledge of supervisory principles and concepts, including
administrative, clinical, and reflective supervision. - Ability to effectively plan and delegate work, manage
multiple priorities, and work within tight time constraints to meet deadlines. - Ability to assist in the development, integration, and
monitoring of program goals, objectives, priorities, and outcomes. - Ability to lead, manage, and motivate a team.

Current Salary
The current salary range (Pay Range 1GX) is $87,656-$101,664 annually,
and the resident incentive salary range for City of Milwaukee residents
is $91,162-$105,731 annually. Appointment above the minimum is
possible based upon level of experience and other qualifications and is subject
to approval.

Selection Process
THE SELECTION PROCESS will be job-related and will
consist of one or more of the following: an evaluation of education,
experience, and/or responses to supplemental questions; a written or
performance test, a structured interview, or other assessment methods. The
Department of Employee Relations reserves the right to call only the most
qualified candidates to structured interviews and performance examinations.
Structured interviews may include written exercises. Selection process
component weights will be determined by further analysis of the job.
