About the Department
The Human Resource and Industry Relations Manager serves as ATN’s primary HR officer, responsible for ATN talent management, employee relations, policy administration, and organizational culture. This position also maintains ATN’s industry and trade association relationships, cultivating employer partnerships and advancing ATN’s visibility with manufacturing associations, industry councils, and sector employers.
This position also oversees human resources functions, including recruitment, onboarding, policy development, employee relations, performance management, personnel records, employee training, and organizational culture. This hybrid role requires exceptional communication, strategic thinking, confidentiality, professionalism, and leadership skills.

This position is responsible for talent management, employee relations, policy administration, onboarding, personnel records, employee training, organizational culture, and internal communication.
In addition, this position supports ATN’s industry presence by cultivating relationships with manufacturing associations, employer partners, industry councils, and sector-focused organizations. The role assists with communication, partnership coordination, presentations, reports, meetings, and special projects that strengthen ATN’s visibility and service to Alabama manufacturers. This position requires professionalism, discretion, confidentiality, sound judgment, strong communication skills, and the ability to work effectively with employees, leadership, applicants, industry partners, and external stakeholders.
Position Duties
ESSENTIAL JOB FUNCTIONS
Human Resources Management
- Direct the personnel functions of ATN.
- Oversee recruitment, hiring, onboarding, and retention strategies to align with organizational growth and staffing needs.
- Serve as liaison with Directors and Team Managers on personnel-related matters.
- Develop, implement, and maintain human resources policies, ensuring compliance with ACCS Board of Trustees policies and applicable local, state, and federal laws.
- Maintain ATN’s Policy and Procedures Manual and communicate and enforce policies in an effective and professional manner.
- Manage performance appraisals and employee development programs.
- Manage the online hiring system portal, including NEOGOV/NEOED.
- Direct all internal employee training programs, including annual Harassment Prevention training for staff.
- Maintain employee job descriptions and assist with revisions as organizational needs change.
- Develop and implement an employee evaluation system.
- Assist with employee relations, conflict resolution, and internal communication.
- Maintain the highest standard of confidentiality regarding sensitive personnel and organizational information.
- Communicate effectively and professionally with employees, leadership, applicants, and external partners.
- Develop and implement industry relations strategies that align ATN’s mission, organizational goals, and statewide service to Alabama manufacturers.
- Build and maintain relationships with manufacturing trade associations, industry councils, employer partners, workforce development entities, and professional organizations aligned with ATN’s sector focus.
- Represent ATN at industry conferences, trade association meetings, sector events, and other external functions as assigned by the Executive Director.
- Coordinate with the Business Development Office to promote ATN services with trade associations, industry employers, and manufacturing sector organizations.
- Assist in strengthening ATN’s industry visibility, employer brand, and trade association presence across Alabama.
- Support communication efforts related to ATN programs, initiatives, partnerships, events, and organizational priorities.
- Assist with the development of presentations, talking points, reports, correspondence, and communication materials for external audiences.
- Maintain awareness of workforce, manufacturing, community college, economic development, and public policy issues that may impact ATN’s mission and operations.
- Serve as a liaison between ATN and industry associations, trade organizations, and employer partners to support collaboration, partnership development, and organizational advancement.
- Support special projects, industry association meetings, employer engagement activities, and strategic initiatives as assigned.
ADDITIONAL DUTIES AND RESPONSIBILITIES (Supporting, administrative, or organizational functions) - Ensure complete and accurate records of personnel data.
- Submit required documentation and reports to the Executive Director and/or Central Office in a timely manner.
- Participate in staff meetings and organizational activities.
- Serve on ATN committees as assigned.
- Participate in Alabama Community College System Human Resources Management Association activities.
- Utilize enterprise resource planning systems, including NetSuite, to accurately record time and expenses in accordance with ATN requirements.
- Adhere to ATN Policies and Procedures, ISO Quality Management System guidelines, and ACCS policies and procedures.
- Maintain required professional credentials and participate in meetings, conferences, and activities of relevant professional organizations as required.
- Perform other duties as assigned.
- Maintain the ability to work a flexible schedule, which may include occasional evening and weekend hours.
Minimum Qualifications
REQUIRED QUALIFICATIONS
Education:
Bachelor’s degree in communications, human resources, business administration, public administration, organizational leadership, or a related field from an accredited institution.
Experience
Minimum of five years of full-time professional experience in human resources, business administration, industry relations, trade association engagement, leadership management and development, or a closely related field.
Required Skills and Abilities
- Experience with industry or trade association engagement, employer relations, or partnership development.
- Strong leadership, interpersonal, communication, and negotiation skills.
- Proficiency in human resources practices, employee law, employee relations, recruitment, onboarding, policy administration, and HR compliance.
- Ability to communicate effectively with employees, leadership, industry partners, trade association representatives, employer organizations, and sector stakeholders.
- Strong computer skills, including proficiency with Microsoft Office Suite and Microsoft 365.
- Excellent oral and written communication skills.
- Excellent planning, organizational, and project management skills

- Master's degree, Juris Doctorate, or advanced degree in a related field.
- Experience with NEOGOV or NEOED online hiring systems.
- Knowledge of Alabama Community College System Board of Trustees Policies and Procedures.
- Experience in business development, industry, or trade association engagement, workforce development, economic development, or employer partnership management.
- Experience working in a public sector, education, workforce development, economic development, or employer partnership management.
- Human resources certification or related professional credential.

- This position is based in Montgomery, Alabama. Applicants must reside in or be willing to work from Montgomery, Alabama.
- While the assigned office will be in Montgomery, Alabama, the position requires travel throughout the state of Alabama. The employee is required to report in person to their designated office unless traveling for approved ATN business-related purposes.

Alabama Teacher’s Retirement System
The TRS was established in 1939 to provide benefits to qualified persons employed by state-supported educational institutions. Members and their covered spouses enrolled in the PEEHIP Medical Plan will earn a waiver of the $50 per month wellness premium by completing a wellness screening by August 31 each year.
Newly enrolled PEEHIP members and covered spouses have the same August 31 due date as existing PEEHIP members unless their effective date of coverage occurs between Jun 2 and September 30. If their effective date of coverage falls within this period, their due date to complete the wellness screening will be August 31st of the following year.

Annual Leave
All regular full-time staff earn annual leave per month.
