Position Summary & Responsibilities:
ESSENTIAL ABILITIES FOR ALL KING COUNTY JOB CLASSIFICATIONS

Inspects, installs, operates, maintains, modifies, and repairs all types of heating, ventilating, and Air Conditioning (HVAC) systems, including heating and heat distribution, refrigeration and air conditioning, heat pumps, heat recovery units, evaporative cooling, air compressing, and ventilating systems, as well as the base fire alarm system. Troubleshooting and repairs of pneumatic/electronic controls systems, fire alarm systems, and components. Programs and operates computer-based Energy Management System and installs additional control devices as required to upgrade the system. Aligns, adjustments, services and installs components and equipment such as compressors, electric motors, air conditioners, heaters, ventilators, and other related items. Shapes, sizes, and connects piping, tubing, and components using special bending, flaring, and coupling tools. Tests and inspects installed heating and cooling equipment and fire alarm systems for proper operation in compliance with applicable technical orders, manufactures handbooks, and local procedures, including compliance with safety and environmental regulations. Adjusts manual and automatic controls to produce required heating or cooling as prescribed by local policy and applicable regulations. Removes, disassembles, cleans, repairs, reassembles, reinstalls, and realigns components and component parts such as boilers, pumps, motors, controllers, compressors, condensers, valves, backflow preventions, safety and automatic valves, pistons, and bearings. Conducts tests of boiler water, condensation return lines, and coolant lines to determine extent of scale and corrosion damage and adds chemical to maintain proper chemical concentration. Ensures heating and cooling equipment, fire alarm systems, and energy management systems and components are functioning properly. Performs seasonal overhaul as required by applicable technical data and local procedures. Performs boiler lay-up and scale/sludge removal operations.
Installs, maintains, troubleshoots, repairs, and modifies secondary electrical devices and systems, electrical power production plants and equipment. Inspects electrical equipment for damage, corrosion, and proper operation. Uses technical data, test equipment, and meters to troubleshoot malfunctions. Cleans, adjusts, and repairs electrical components, and equipment. Assembles, installs, and replaces conduit and fittings, junction boxes, and supports. Installs and connects distribution, generation, and utilization equipment. Installs, inspects, maintains, and repairs explosion-proof and non-explosion proof interior and exterior lighting and wiring systems. Position and install equipment such as gasoline, diesel, and turbine engines, generators, switchgears, and air compressors. Accomplishes periodic and other inspections required by applicable technical data.
Performs preventative maintenance actions in accordance with applicable technical data and local procedures. Lubricates and packs valves, bearings, and pumps; replaces gaskets and seals, corrects pumping equipment misalignment, cleans or replaces strainers and filters, and services water/oil separators and other
RPIE Determines extent required and accomplishes site repair or overhaul of components and equipment as required. Uses hand and power tools such as jackhammers, torque wrenches, meters, gear pullers, bench grinders, hydraulic, electric, or pneumatic power drills, vacuum pumps, portable trash pumps, powered and non-powered saws, shapers, jointers, and lathes. Drills, taps, and punches holes with drills, drill presses, hand punches, or cutting torches. Welds, cuts, brazes, and solders ferrous and non-ferrous metals by propane, oxy-acetylene and arc welding processes
Installs, maintains, inspects, and repairs sinks, toilets, showers, water heaters, P-traps, vents, drains, fittings, couplings, and unions. Fits valves, couplings, shock arrests, plumbing fixtures, pipe systems, and plumbing systems. Maintains grease traps and oil/water separators.

Plans and lays out work. Reads, interprets, and strictly adheres to applicable Air Force Manuals, Regulations, Technical Orders, OSHA and AFOSH Standards, Environmental Protection Agency Directives, blueprints, drawings, plans, specifications, and building codes. Examine parts for excessive wear and other conditions causing deviations from specifications. Using applicable technical data, precision gages, and measuring equipment determines extent of repair or rebuilding required and effects lasting corrective action. Checks reparable components and sub-assemblies using test equipment, standards, and other equipment required by applicable technical data. Tests and calibrates repaired items to ensure adequacy and reliability of repair actions. Determines dimension, size, quality/grade, model number, cost, source of supply, and availability of parts required. Prepares and submits requisitions in accordance with regulations and local procedures.
Periodically required to operate airport and street sweeping and snow removal equipment, dump trucks, back hoes, front end loaders, forklifts, lawn mowers and other pavements and grounds equipment. Mow and trim grass and shrubbery and applies chemical, abrasive, and other snow and fertilizers on lawns, grounds, and shrubbery. may be required to apply herbicides, insecticides and fertilizer in lawns, grounds, and shrubbery. Excavates and backfill areas for installation, maintenance, and repair of underground piping and utilities.
Maintains and prepares equipment for use. Inspects, cleans, adjusts, lubricates and tightens loose connections on equipment used for wood and metal cutting and forming, welding, grounds and pavements maintenance, sweeping, heavy construction, and snow removal. Incumbent posts entries on operation, inspection, and maintenance records.
Qualifications
- Education: HS Diploma mandatory with courses in building maintenance preferred.
Minimum Qualifications:
- Vocational institution course in any building maintenance field is desirable. Completion of 1000 clock hours in building trades may be substituted for 12 months of experience. Maximum 1 years’ experience may be substituted by trade school completion.
- 36 months experience: Minimum 12 months of heating, ventilation, air conditioning, and refrigeration; Minimum 12 months experience in commercial building electrical; electronics; carpentry, plumbing, welding, and/or masonry. 12 months of any other building trades experience including supply, computer operation, administration, etc., that can be related to this position.
Special Knowledge, skills and abilities:
- Qualification to operate government vehicles in accordance with Air Force Instructions is mandatory. Incumbent may be required to obtain a commercial vehicle operator permit at own expense as a condition of employment.
- Knowledge of principles and techniques of commercial building construction/repair of structural, electrical, HVAC systems and components, blueprint reading, environmental protection rules, safety codes and corrosion prevention.
Special Qualifications:
- Normal color vision IAW AFR 160-4. Must be able to work at heights up to 100 feet, lift objects weighing 50 pounds, and work in strenuous positions. Incumbent is subject to call back during non-duty hours and periodically works in inclement weather.
Post-Offer, Pre-employment Requirements:
- Incumbent must be able to obtain and maintain a secret security clearance and an unescorted entry line badge (U.S. Citizenship, no felony convictions, and good credit and driving records). Incumbents must possess, or obtain within 6 months of employment, an EPA approved universal CFC certification. Incumbent must maintain a current Kansas driver’s license.
