As a Information Technology Specialist GS-2210-14, you will be responsible for: • Leading day-to-day Information Technology (IT) for a large-scale student assessment platform, including test and delivery. • Serving as an expert technical advisor to Institute of Education Sciences (IES), and National Center for Education Statistics (NCES) leadership, as well as internal and external stakeholders, on all aspects of the program, including IT design, implementation, modernization, technology risk, and management. • Serving as Contracting Officer's Representative (COR) on multiple IT contracts. In conjunction with program leadership, develop project technical specifications, prepare procurement requests, and assist the Contracting Officer (CO) in proposal review, source selection, and other aspects of the procurement process. Post-award, monitoring contractor's technical, managerial, and financial performance through on-site inspections, document reviews, and meetings with key personnel. • Serving as Information System Owner (ISO) for one or more Federal Information Security Modernization Act (FISMA) IT systems, ensuring compliance with federal laws and regulations.

Qualifications
Minimum Qualification Requirements You may meet the minimum qualifications for the GS-14, if you possess the specialize experience. Specialized Experience for the GS-14 One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience defining business requirements for large-scale student assessment IT projects, including design, development, sustainment, enhancement, or modernization, to collaborate with senior stakeholders in education. 2. Experience applying modern software development methodologies, such as DevSecOps and Agile, and leveraging emerging technologies in IT projects for large-scale student assessment platforms or similar data collection systems to deliver enhanced user experience, system performance, and data security throughout the data collection lifecycle. 3. Experience developing technical system artifacts (e.g., development plans, system security plans, performance testing reports, or contingency plans) for review by stakeholders to ensure conformance with front-end and back-end system specifications and ascertain readiness for system deployments. Basic Experience Requirements (IT Specialist, GS-2210-14) You must possess IT related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the four competencies listed below. 1. Oral Communication - Expresses information (e.g., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge in planning and executing technology projects for major education research studies conducted at scale, such as major national or international data collections. Responsible for translating business requirements into technical system delivery. 2. Skill in the technology and delivery of assessments of students' academic work closely with the NAEP IT program manager to define the NAEP IT strategy for modern IT solutions that are scalable and focused on performance, resilience, and security. 3. Ability to serve as senior-level Contracting Officer's Representative (COR) for NAEP IT contracts with oversight responsibilities. 4. Knowledge and expertise in inherently government functions related to federal information technology system requirements.
