The City of Saginaw is seeking a skilled Instrumentation & Controls Specialist to support the technology that keeps our water and wastewater systems operating safely and efficiently. Position Duties
What You'll Do
As an Instrumentation & Controls Specialist, you will:
- Program, maintain, troubleshoot, and repair SCADA systems, programmable logic controllers (PLCs), industrial networks, and associated hardware.
- Configure and maintain industrial communication networks, servers, historical databases, and remote communications equipment.
- Support the City's Advanced Metering Infrastructure (AMI), including programming water meters and maintaining system records.
- Administer security camera, door access, and video surveillance systems by managing user accounts, programming access permissions, and maintaining system configurations.
- Interpret electrical drawings, network diagrams, and technical documentation.
- Research and recommend improvements to industrial control systems and communication technologies.
- Participate in emergency response activities and provide after-hours technical support as needed.
Minimum Qualifications
Minimum Qualifications
Education: High School diploma or GED equivalent required.
Associates degree in Electronics, Electrical Technology, or a closely related field with course emphasizing computer systems, industrial controls, and networking preferred.
Experience: Minimum three (3) years of journey-level experience programming and troubleshooting Programmable Logic Controllers (PLCs), and Supervisory Control and Data Acquisition (SCADA) systems.
Licenses and Certifications
Requires a valid State of Michigan driver’s license.
Knowledge of
- Industrial electrical control systems, programmable logic controllers (PLCs), industrial automations, instrumentation, and process control equipment.
- Commercial and industrial networking technologies, including Microsoft network environments, Ethernet radio systems, and real, programming, and troubleshooting.
- Microsoft network environments, Ethernet networks, Cisco switches, fiber optic communication systems, and Ethernet radio technologies.
- Security camera and video surveillance systems, including system implementation, maintenance, administration, and troubleshooting.
Skills
- Programing and troubleshooting programmable Logic Controllers (PLC), including RSLogix 5, RSLogix 500, and ControlLogix.
- Set up, programming, troubleshooting and management of commercial and industrial network methods, including Microsoft Networks, Ethernet, Cisco Switches, Fiber Optic Converters, and Ethernet Radios.
- Programming, configuring, and maintaining HMI/MMI applications and supporting databases.
- Calibrating, testing, repairing, and maintaining meters, instrumentation, and process control equipment.
- Diagnosing and resolving hardware, software, network, and communications issues affecting industrial control systems.
Abilities
- Analyze complex technical problems, identify root causes, prioritize work, and implement effective solutions.
- Effectively communicate technical information to management, contractors, and City personnel.
Other Qualifications
Work Environment
Work is primarily performed in a municipal wastewater and water treatment plant environment, pump stations, CSP Basins, Lift Stations, and Water Towers with exposure to industrial chemicals, confined spaces, manhole entry, slippery or uneven surfaces, bloodborne pathogens, airborne particles, and risk of electrical shock. Some work performed in varying field conditions with exposure to variable weather conditions, and moderate noise level.
Physical Demands
- Occasional exertion of up to 50 pounds of force.
- Frequent standing, walking, sitting, and climbing stairs, reaching with hands and arms, gross manipulation, fine manipulation using hands and fingers to use a computer keyboard and operate a computer mouse.
- Occasional climbing ladders, kneeling, pushing, and pulling.
- Must be able to see and hear in the normal range with or without accommodation.
- Ability to identify and distinguish colors.
- Employees must be able to communicate clearly, accurately.
- Utilize appropriate personal protective equipment (PPE) and follow established safety protocols.
