Complete Care Management

On-Site Position

Complete Care Management is seeking a highly analytical and operations-driven Labor Management Analyst to support staffing optimization and labor management initiatives across our skilled nursing facilities. This on-site role will work closely with Regional leadership, Administrators, Schedulers, Payroll, and facility teams to improve staffing efficiency, control labor costs, and ensure PBJ compliance.

The ideal candidate will have experience in healthcare staffing operations, labor analytics, scheduling, and workforce management within skilled nursing or long-term care.

Major Duties & Responsibilities

Staff Optimization

  • Collaborate with facility schedulers to develop and maintain master schedules utilizing all full-time and part-time employees

  • Educate facility leadership teams on staffing-to-budget principles and labor management best practices

  • Review daily census and staffing requirements to ensure appropriate staffing coverage and efficiency

  • Assist facilities in reducing overtime and agency dependency through proactive staffing strategies

Labor Analysis & Monitoring

  • Monitor employee schedules to ensure team members are working their full committed weekly hours

  • Analyze and report labor metrics including:

    • Overtime (OT) costs

    • Agency utilization and expenses

    • Bonus tracking

    • Creep time and labor variances

  • Identify trends and provide actionable recommendations to improve labor performance

  • Prepare labor reports and operational summaries for leadership review

Agency Management

  • Negotiate competitive agency rates and contract terms

  • Review and audit agency invoices for accuracy

  • Investigate and dispute billing discrepancies when necessary

  • Monitor agency usage and support initiatives to reduce agency reliance

Compliance & Reporting

  • Perform PBJ (Payroll-Based Journal) analysis and auditing

  • Work directly with Regional teams, Administrators, and Schedulers to prepare accurate PBJ submissions

  • Ensure compliance and accuracy related to:

    • Correct job descriptions

    • Proper pay types

    • Capturing all worked hours, including agency hours

    • Employee linking and data integrity

  • Conduct PBJ audits to ensure ongoing compliance with federal reporting requirements

Qualifications

  • Experience in healthcare labor management, staffing, scheduling, payroll, or workforce analytics preferred

  • Skilled nursing or long-term care experience strongly preferred

  • Strong analytical and problem-solving skills

  • Advanced Microsoft Excel skills preferred

  • Ability to interpret labor data and communicate recommendations effectively

  • Strong organizational skills with attention to detail

  • Ability to work collaboratively with operational and clinical leadership teams
