About the Department

Law Enforcement Analysts at Hillsboro Police Department work on various types of projects for all divisions within the organization. The selected candidate will have the opportunity to support criminal investigations, analyze trends and patterns to assist officers, analyze crime statistics and other types of police data, produce reports for executives to assist in strategic planning, and help support the Department’s mission to deliver exceptional police services to the Hillsboro community. This position is generally a dayshift/weekday schedule but may be required to respond to call outs or work overtime after hours and on weekends/holidays.

General Statement of Duties
The principal function of an employee in this class is to perform a wide variety of analytical, tactical and complex techniques designed to enhance the effectiveness of law enforcement resources and support police investigations. The work is performed under the supervision and direction of the Law Enforcement Analytics Supervisor, but considerable leeway is granted for the exercise of independent judgment, initiative and program development. The principal duties of this class are performed in a police department environment with occasional field support work as required. This is a non-exempt position and is subject to the terms and conditions of a collective bargaining agreement.

- Uses various quantitative and qualitative analytical methods, including but not limited to: Criminal Intelligence Analysis, Tactical Crime Analysis, Strategic Crime Analysis, and Administrative Crime Analysis. Specific techniques may include Investigative Analysis, Social Media Analysis, Spatial(GIS) Analysis, Crime mapping, Analysis of Cell Site Location Information (CSLI) and Predictive Analysis. Evaluates the reliability of source information. Organizes results into forms compatible with common statistical and database tools or other appropriate methods.
- Studies, analyzes, identifies and reports on various patterns of criminal activity and the mode of operation of potential suspects; develops and suggests strategies to end these patterns; aids in the identification of suspects and case clearance. Conducts studies involving short and long-term criminal patterns/trends; interprets results and makes recommendations used to influence or enhance police resource allocation and deployment.
- Designs, develops, and maintains advanced database applications and police dashboards. Performs complex statistic al analysis. Compiles and makes recommendations based on results. Provides graphic representations of analysis such as link charts, timelines, telephone toll charts, court displays and maps. Writes code in various programming languages to query data sets, determine table relations, create and verify reports, create or maintain webpages, or utilize investigative computer forensic techniques. Advises investigators on computer forensic methods and techniques. Assists with interpreting evidence collected by investigators. Utilizes analytical skills to correlate and evaluate sensitive and complex information.
- Maintains advanced knowledge of and provides technical assistance and analysis in police investigations including (but not limited to) analysis of Cell Site Location Information (CSLI), wireless networks, devices that access the internet, and online platforms, including social media, dark web, and peer to peer sharing networks.
- May represent the City to the public, in legal or administrative proceedings, to other organizations or entities and in other situations as required. Makes presentations and provides comment and testimony.
- Provides training to investigators, police officers and other law enforcement professionals, supervisors, and other staff infieldofexpertise.Providestechnicalassistanceandguidanceforpolicydevelopment.Participatesin exchanging information as appropriate with other law enforcement agencies at the local, state and federal level. May participate on specialty or multi-jurisdictional teams. May be required to respond to assist with critical incidents and major investigations. Provides on scene technical guidance and assistance during the execution of search warrants.
- Interacts with police officers and law enforcement personnel using various communication strategies to obtain or provide information. Responds to requests by officers attempting to obtain information by accessing a variety of law enforcement databases. Assists and instructs police officers conducting complex computer searches.
- Responds to and prepares public records requests for crime data and statistical reports.
- Establishes and maintains effective working relationships with assigned supervisors, other City of Hillsboro employees, law enforcement personnel, and the general public.
- Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
- Performs other duties of a similar nature and level as assigned.
Acceptable Experience and Training
Bachelor's degree in Computer Science, Computer Technology, Criminal Justice or closely related field and 3 years experience in criminal justice and 1 year experience in use of data collection and analysis; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Licensing/Certifications:
- Valid Driver's License and safe driving record;
- Must be Law Enforcement Data System(LEDS) certified within sixty days of hire;
- Must be able to pass an extensive background investigation.
Bilingual English/Spanish is preferred but not required.
Additional Information
- Learn and properly use law enforcement data systems to include National Crime Information Center(NCIC), the Hillsboro Police Records Management System(RMS) and other law enforcement related computer systems;
- Some knowledge of Arc View software used by GIS;
- Possession of a valid State Driver's License, and a safe driving record.
Other Qualifications
Hillsboro Police Department offers Bi-Lingual Pay: Employees who are qualified by the department as bi-lingual in English and Spanish or Japanese, American Sign Language or a language spoken by over ten percent (10%) of City residents as documented by the most recent U.S. Census will receive a monthly premium of five percent (5%) of their regular base pay.
