Job Description

LAYOUT FITTER-WELDER combines all skills of job #27, SAAW l/o, and job #30, jacket weld set-up/ fitter, and the nozzle welding section of job #130 with other duties as described below.

The combination will formally adapt our existing job description system to the concepts of cellular manufacturing, reduction in queue time and overall cycle time, employee involvement, and total quality. In many cases it simply recognizes in writing jobs that people are already doing, such as set up and grinding. The aim is to eliminate inefficient practices and to provide a framework in which individuals can make more money based on their abilities and knowledge.

Layout Fitter-Welder will be a single classification that applies to all welders in vessel fabrication (including touch-up), vessel reglassing, and jacket weld. Within the overall classification there will be three skill groupings, or hierarchies of skills, one for each major work center. The rate class range will extend from labor grade 11 to grade 14. Separate classifications for set up work will no longer be maintained. In both fabrication and jacket weld, set-up will be done by people in the layout fitter-welder job. Job reassignment from one of the three groups to another will continue as it has under the old classifications.

The Grinder-Blaster job will remain as it is in these areas and will not be included in the consolidation. Grinder-Blasters will continue to do seam grinding, initial grind-down of nozzle welds in the head line, steel touch-up, heavy grinding in reglass, and seam grinding and final cleanup of jacketed vessels, except as noted below. Light grinding operations, however, are included in the layout welder-fitter job. Grinding that may be required of all members of the class in any department include:

  1. Corrective grinding as required before tacking or welding a joint. Responsibility for the correct preparation of the joint is assumed by the act of welding.
  2. Backgrinding of tack welds. Interpass cleaning.
  3. Backgrinding of nozzles or patches after backgouging or cutting out.
  4. Adjustment of bevels or taper by cutting and/or grinding as needed for correct fit-up in head set-up and jacket set-up areas, or in head or shell nozzle or patch set-up.
  5. Prep grinding of torch cut surfaces prior to welding or tacking components.
  6. Use of grinder to remove rust, scale, spatter, flux, or other contaminants from surfaces.
  7. Grinding and dyechecking internal to x-ray or dyecheck or leak repair.
  8. Any and all grinding necessary in the process of repairing defective or cosmetically substandard work of the welder's own making.

The three skill groups and the rate potential of each is as follows:
